Digital land transformation: Proposal to issue electronic 'pink books' integrated with citizen identification

The Institute of Natural Resources and Environment Economics has just sent a document to the Prime Minister, the Ministry of Agriculture and Environment, and the Ho Chi Minh City Party Committee, proposing to issue land use right certificates (pink books) in electronic form instead of the current paper form.

According to Dr. Pham Viet Thuan, Director of the City Institute of Natural Resources and Environment Economics , in the context of digital transformation, digitizing pink books is an inevitable trend to modernize land management and reduce administrative procedures.

The Institute proposes to integrate the pink book information with the citizen identification card, in which the land plot and map will be identified and linked to the personal data of the land user. This solution is expected to not only help the management agency easily look up and establish ownership rights but also avoid the situation of falsifying documents. In addition, this database will be a platform serving many areas such as planning, construction, tax collection, in line with the orientation of the 2024 Land Law on building a national information system and database on land.

However, the Institute also expressed concern about the sudden increase in land use fees after the 2024 Land Law takes effect. Specifically, the fee for changing land use purposes for households and individuals is now many times higher than before, making people reluctant to carry out conversion procedures. In some places, land use fees are recorded to be nearly 20 times higher than the rate calculated under the 2013 Land Law.

Dr. Thuan said the reason lies in the calculation formula in Decree 103 (which regulates how to calculate land use fees in cases of land allocation and lease before August 1, 2024). He said that some important factors such as the percentage in coefficient K (land price adjustment coefficient) were not applied correctly, leading to inconsistencies between the provisions. This situation makes it difficult for many localities to collect budget from land use fees, affecting economic growth targets, especially in the fourth quarter of 2024 and the first quarter of this year.

From these shortcomings, the Institute recommends that the Government review the content of Decree 103, adjust the method of calculating land use fees to be more reasonable, ensuring harmony of interests of the State and the people. At the same time, the proposal aims to create favorable conditions for the development of the real estate market and private economy in accordance with the orientation of Resolution 68.

The certificate of land use rights and ownership of assets attached to land is issued by the Ministry of Natural Resources and Environment (now the Ministry of Agriculture and Rural Development ) according to a unified form and is applied nationwide for all types of land and other assets attached to land. This certificate consists of a sheet of 02 pages, printed with a pink bronze drum pattern (called the Certificate blank), measuring 210 x 297 mm, including the contents as prescribed.
