The traffic project connecting National Highway 45, from Nong Cong town to Trieu Son district (No Hen bridge), 13.5km long, has a total investment of 668.6 billion VND. The project started in May 2024 and will be completed 40 months from the start date. The joint venture contractor, Mr. Hoang Huu Dang, an officer of Bac Nam Construction and Trading Company Limited, said: The unit is responsible for constructing a 3.3km road. Up to this point, the company has spread crushed stone aggregate for 1.2km (the intersection of National Highway 47, Nghi Son - Sao Vang road), the rest has not been implemented due to the lack of a clean surface. Regarding construction materials, Mr. Dang informed: Due to the completion of the embankment and spreading crushed stone aggregate more than a month ago, the price has increased by about 20% compared to before Tet (for embankment). Currently, through understanding, it shows that the price of land, stone, sand at this time has increased a lot compared to the time before Tet, especially sand is extremely scarce. If the scarcity of raw materials continues and is not improved, it will be very difficult for construction units.

The quarry of Hong Ngoc Private Enterprise in Hoang Son Commune was licensed by the province to exploit construction stone materials in 2015, with a capacity of 20,000m3/year. At this time, the quarry is allowed to operate but the enterprise has temporarily suspended operations. Mr. Nguyen Tien Ngo, the owner of this quarry, said: The enterprise specializes in providing grade 1,2 stone, crushed stone and crushed stone for civil construction and traffic projects in the area with a volume of less than 100m3/day. Currently, the enterprise has temporarily suspended operations because it has not been able to mobilize capital and lacks labor and equipment for stone mining and processing activities.

Recently, many construction material mines in Thanh Hoa province are under inspection, examination or temporary suspension of operations and Nong Cong is no exception. Mr. Le Hong Son, Deputy Head of the Department of Agriculture and Environment of Nong Cong district, said: Of the 7 stone mines, in addition to the stone mine of Thanh Hung Production and Trading Services Company Limited, Tan Phuc commune is currently ceasing operations, the remaining mines are still operating. Regarding the 7 soil mines, there are currently 2 mines of DHT Company Limited and ALMA Civil Construction and Traffic Works Joint Stock Company that are still operating, the remaining mines are temporarily suspended to serve the inspection work. During the inspection, if it is discovered that the mining exceeds the reserve, the mining is not in accordance with the design... the team will stop to clarify and handle, and only after fixing the problem will mining resume.

In 2025, Nong Cong district will implement 43 projects, of which 36 will be carried over from 2024. Due to the recent scarcity of construction materials, especially soil and sand for land leveling, prices have increased, causing difficulties for construction units. This will greatly affect the progress of project implementation.

Mr. Le Tuan Viet, Deputy Director of the Nong Cong District Construction Investment Project Management Board, said: Although the source of materials is currently scarce and prices are higher than before, many construction units have grasped and built plans to reserve materials, so it is not much affected. Therefore, projects in the district, especially transitional projects, are being focused on by construction units, implemented and basically ensuring progress according to the contract signed with the district. According to Mr. Viet, only a few projects are affected, such as the traffic project connecting National Highway 45, the section from Nong Cong town to Trieu Son district (No Hen bridge) and newly started projects are greatly affected by the scarce supply and price increase. However, due to the long time to complete the project, in addition, the scarcity of raw materials as well as the high cost, it cannot be extended because the inspection and examination will end if there are no violations, and the businesses will resume operations. At this time, to ensure the progress and quality of the project, the district has issued a document requesting functional departments and branches to coordinate and support each other to remove difficulties and obstacles, ensuring the source of construction materials for projects in the district.
