Focus on increasing budget revenue, disbursing public investment capital to ensure progress when rearranging administrative units

According to the report of the Department of Finance, in the first 4 months of 2025, the provincial state budget revenue is estimated at VND 4,049 billion, equal to 38.93% of the estimate assigned by the Provincial People's Council and up 2.82% over the same period. Of which, domestic revenue reached VND 3,806 billion, reaching 41.14% of the estimate, up 8.26%; revenue from import-export activities reached VND 243 billion, reaching 21.14% of the estimate, down 42.42%. There are 12/18 estimated revenue items reaching over 33.33% of the estimate, of which 5 revenue items with a large proportion achieved high results. 9/10 districts, towns and cities have budget revenue exceeding 33.33% of the estimate. Budget expenditures are basically managed closely following the tasks assigned by the Provincial People's Council.

Regarding public investment disbursement, the total plan assigned to the province in 2025 is VND5,033 billion. As of April 15, the disbursement value reached VND514 billion, reaching 10.22% of the capital plan assigned by the Prime Minister and the Provincial People's Council. The estimated disbursement by the end of April reached VND764 billion, equal to 21.4% of the plan, up 22.08% over the same period.

For projects invested by the People's Committees of districts, towns and cities with a total planned capital of VND 2,465 billion, disbursement reached VND 289 billion (11.71%). Some localities have a good disbursement rate such as La Gi town (31.3%), Phu Quy district (24.82%), Ham Thuan Nam (23.45%)...

For projects invested by 3 provincial-level Project Management Boards for Construction Investment, the total planned capital is 2,006 billion VND, disbursement is 166 billion VND, reaching 8.26% of the plan. Of which, the Provincial Project Management Board for Construction Investment of Civil and Industrial Works reached 17.86%; the Provincial Project Management Board for Construction Investment of Agricultural and Rural Development Works reached 5.52%; and the Provincial Project Management Board for Construction Investment of Traffic Works reached 5.51%.

At the meeting, delegates focused on clarifying difficulties and problems regarding the outstanding debt of district-level basic construction, investment in crematoriums for ethnic minorities in Bac Binh, slow site clearance projects affecting disbursement progress... Standing Vice Chairman of the Provincial People's Committee Phan Van Dang noted that localities need to review and fully report the outstanding debt of basic construction for timely handling, especially in the context of implementing the policy of rearranging provincial-level administrative units (DVHC).

Chairman of the Provincial People's Committee Do Huu Huy requested localities and units to resolutely remove obstacles, promote disbursement and increase budget revenue. Phan Thiet City and other localities must direct resolutely, focus on construction and project settlement, and proactively advise on adjusting capital sources for projects with difficult disbursement, and propose adjusting capital sources for other projects with better disbursement.

Concluding the meeting, the Provincial Party Secretary acknowledged the efforts and determination of all levels, sectors and localities in implementing budget revenue and expenditure, and disbursing public investment capital in the first 4 months of 2025. The Provincial Party Secretary assessed: Budget revenue has changed positively, however, some targets have not met the requirements compared to the set plan, especially the lack of revenue from provincial land use fees, the disbursement rate of public investment capital is still low, the rate of central budget investment capital expenditure to implement the National Target Program on socio -economic development in ethnic minority and mountainous areas is low, and the situation of outstanding debts in basic construction still exists in some localities.

The Provincial Party Standing Committee commended units and localities with capital disbursement rates of over 20% and basically agreed with the tasks and solutions to be implemented in May 2025.

The Provincial Party Secretary emphasized that in the telegram No. 47 dated April 22, 2025, the Prime Minister directed localities to be determined to complete the target of disbursing 100% of public investment capital in 2025. In the context of implementing the Project without organizing at the district level and arranging administrative units at the provincial and commune levels, the Provincial Party Secretary requested the Standing Committee of the Provincial People's Committee to lead and the Provincial People's Committee to direct the implementation of key tasks. Specifically, focus on implementing the disbursement of the 2025 investment plan, especially key projects and projects with large capital plans, with the goal of striving to reach over 35% by the end of May 2025 and striving to contribute to the province by the end of 2025 to complete the disbursement plan to meet the target assigned by the Government.

Regarding budget revenue and expenditure, the Provincial Party Secretary requested units and localities to review and continue to effectively implement measures to increase budget revenue, especially provincial land use fees, and complete the adjustment and approval of land use planning for the 2021-2025 period and district-level land use plans.

The Provincial Party Secretary assigned heads of units and heads of local authorities to be responsible to the Provincial Party Standing Committee and the Provincial People's Committee for the results of public investment disbursement in 2025 of the localities and units under their charge. Strengthening site clearance work, continuing to accelerate implementation progress, focusing on acceptance and settlement of projects expected to be completed in June 2025. By the end of May 2025, complete bidding procedures and start construction of new projects, and direct investors to fully compile statistics on outstanding debts in basic construction.

At the same time, the Provincial People's Committee directed relevant units to urgently hand over the site of the rest stop on the North-South Expressway in the East through Tuy Phong district according to the direction of the Prime Minister. To ensure that the disbursement of public investment capital is carried out continuously and throughout the implementation of the Project on not organizing district-level administrative units and arranging provincial and commune-level administrative units according to the roadmap of the Central Government, the Standing Committee of the Provincial Party Committee assigned the Standing Committee of the Provincial People's Committee Party Committee to direct the Provincial People's Committee to study the organization of receiving and handing over the budget, public assets, and ongoing public investment projects to continue to have an implementation mechanism in the following period to ensure strictness, science, and compliance with regulations and report to the Standing Committee of the Provincial Party Committee before May 30, 2025.
