On the morning of May 17, Prime Minister Pham Minh Chinh - Head of the Government's Steering Committee on Science and Technology Development, Innovation, Digital Transformation and Project 06 chaired the second meeting of the Steering Committee.

The meeting was held in person and online to central ministries, branches, and People's Committees of provinces and cities across the country. Vice Chairman of the Provincial People's Committee - Ngo Vu Thang chaired at the Bac Lieu bridge.
At the beginning of the meeting, the leaders of the Ministry of Science and Technology announced the decisions on the consolidation of the Steering Committee headed by the Prime Minister; on the establishment of 3 working groups to assist the Government's Steering Committee, including: Working group on implementing Project 06, administrative procedure reform, digital transformation associated with Project 06; Working group on science and technology development, innovation and digital transformation; and Working group on administrative reform.
Speaking at the opening of the meeting, the Prime Minister emphasized that on December 22, 2024, the Politburo issued Resolution 57 on breakthroughs in science and technology development, innovation, digital transformation and established a Central Steering Committee headed by the General Secretary. To put the Resolution into practice, the Government and the Prime Minister have urgently directed the development and promulgation of a comprehensive and encompassing action program with a long-term vision, clear goals, and feasible solutions to concretize the Party's major orientations and policies. At the same time, submit to the National Assembly for promulgation a Resolution on piloting a number of special mechanisms and policies to create breakthroughs in science and technology development, innovation and national digital transformation.
Prime Minister Pham Minh Chinh highly appreciated the solutions implemented, but to complete the goals of digital transformation, administrative reform and Project 06, there is still much work to be done; many tasks have been set but progress is slow. Therefore, the Prime Minister requested the meeting to clarify the key tasks and solutions to develop breakthroughs in science and technology; identify State resources as leading, seed capital and increase the mobilization of resources from public-private partnerships for businesses and people to participate in investment.
At the meeting, delegates listened to reports on the implementation results of the Resolutions of the Politburo and the Government on science and technology development, innovation, digital transformation and Project 06 and key tasks in May and June 2025... Delegates also discussed, analyzed and assessed the shortcomings, limitations, weaknesses, obstacles, barriers and bottlenecks, especially in terms of institutions, mechanisms, policies and resource mobilization; pointed out the contents that are still behind schedule, identified objective and subjective causes, and drew lessons. At the same time, proposed key tasks and solutions to accelerate and make breakthroughs in the coming time to clear the remaining bottlenecks in the organization and implementation of Resolution 57.
