Thuan Hoa District is ready for the new apparatus
On the morning of June 18, at the headquarters of the People's Committee of An Dong Ward, the Thuan Hoa District Party Committee held a conference to review the experience of the pilot operation of the two-level local government model in An Cuu Ward (new). This is one of the important preparation steps to ensure that the new apparatus system will officially come into operation from July 1, 2025, according to the direction of the Central Government and the plan of Hue City.
Attending the meeting were Deputy Secretary of the City Party Committee, Chairman of the Hue City People's Committee Nguyen Van Phuong; Member of the City Party Committee, Head of the City Party Committee's Organization Committee Phan Xuan Toan; leaders of the Department of Home Affairs, Thuan Hoa District Party Committee, and conveners from related wards.
According to the report of the An Cuu Ward Convenor Group, preparations for the official operation of the two-tier government model have been basically completed. The new An Cuu Ward was established on the basis of merging three wards: An Cuu, An Dong and An Tay, with a population of more than 55,000 people and 38 residential groups.
The personnel apparatus after the arrangement consists of 130 people, including 63 government officials, 41 Party and Front officials and 26 part-time workers. It is expected that the new An Cuu Ward People's Council will have 61 delegates, qualified to organize management and supervision activities.
The facilities at the An Cuu Ward People's Committee headquarters have been fully invested in, ensuring adequate conditions for receiving and handling administrative procedures. Notably, during the trial operation, people's administrative transactions related to household registration, residence, land, etc. were processed quickly and effectively, reflecting the synchronous coordination between government levels and the initiative of local officials.
Ms. Nguyen Thi Thuan, an expert at the Public Administration Center (HCC) of Thuan Hoa District, shared: “I was assigned to work in An Cuu Ward and actively researched and approached the administrative procedures that will be transferred from the district level to the ward level. Updating the new processing procedures helps ensure that people are not interrupted when coming to resolve their documents after July 1.”
To support the transition process, Thuan Hoa District Party Committee has established working groups and held regular meetings with members expected to join the new government apparatus. At the same time, 5 Zalo groups have been established to support direction, monitor progress and coordinate among members. The model of ward-level HCC centers is also being accelerated, expected to shorten the process and increase publicity and transparency.

According to Resolution No. 1675/NQ-UBTVQH15 dated June 16, 2025 of the National Assembly Standing Committee, Hue City will officially reorganize commune-level administrative units from July 1, 2025. Thuan Hoa District after the reorganization will have 5 wards: Vy Da, Thuan Hoa, An Cuu, Thuy Xuan and Duong No.
Thuan Hoa District Party Secretary Phan Thien Dinh said that to ensure the two-level government model operates effectively from July 1, the District Party Committee has planned personnel and assigned conveners according to the direction of the City Party Committee. Wards are required to prepare full documents, lists of received records, and necessary document systems and forms. At the same time, each locality is allocated resources of 2-3 billion VND to complete administrative infrastructure.
“From the experience of dividing Hue City into two districts, we have proactively established a system of documents and operational scenarios from the district to ward levels. Immediately after the first meetings of the Executive Committee, People's Council, and People's Committee, we will issue decisions so that the new apparatus can operate with full legality,” Mr. Dinh emphasized.
Speaking at the inspection, Chairman of Hue City People's Committee Nguyen Van Phuong highly appreciated the initiative of Thuan Hoa district in preparing for the operation of two-level local government. At the same time, he emphasized that this is a major policy to streamline the apparatus, enhance the effectiveness of state management and improve the quality of service to the people. The city expects the ward-level public service centers to be an effective bridge between the government and the people, ensuring that public services are implemented transparently and quickly.
The Chairman of the Hue City People's Committee also requested all levels and sectors to continue to carefully review relevant documents, update administrative transfer procedures and complete plans for assigning staff, ensuring that the new model is implemented on schedule, effectively and sustainably.

On the same day, in Huong So ward, Phu Xuan district, a conference was held to deploy the trial operation of the HCC Center in Huong An ward. This is an important step before the official merger of the wards on July 1.
On the first day of testing, Deputy Secretary of the City Party Committee, Chairman of the Hue City People's Committee Nguyen Van Phuong was present at the HCC Center of Huong An Ward - currently located at the People's Committee of Huong So Ward, directly scanning the QR code to check administrative procedures, get a queue number, use the information lookup device and evaluate the overall readiness of the operating apparatus.
“The system is basically stable in terms of infrastructure and equipment. We suggest that the locality continue to strengthen and supplement the missing conditions so that when it officially operates, it will have full features and serve people smoothly and without interruption,” said Mr. Phuong.

According to Mr. Nguyen Dinh Tuan, Head of the District Party Committee's Organization Board, convener of the local government at 2 levels, up to now, all facilities, equipment, and forms have been carefully prepared. The HCC Center has 10 transaction booths, 8 of which are currently in operation. During the trial period, the ward government will focus on reviewing and adjusting to promptly overcome any problems that arise, aiming for stable operations from July 1.
In particular, the personnel system for the new model has also been improved. Phu Xuan District Party Secretary Vo Le Nhat said that the district has established a specialized working group consisting of district standing committee leaders, specialized staff of old wards, staff of the People's Committee office and mass organizations. These groups are responsible for completing all legal procedures for the new ward to operate on schedule, including the Party system, People's Council, People's Committee and mass organizations.
“We have issued documents to guide and assign cadres to the grassroots level, and have prepared sample documents so that new wards can easily organize Party Committee, People's Council, and People's Committee conferences and make decisions to assign tasks and appoint cadres according to the correct procedures,” Mr. Nhat shared.
Mr. Le Kim Nam, Chairman of Huong So Ward People's Committee, said that on the first day of trial operation of the 2-level local government model, the locality mobilized maximum resources to ensure that the reception and settlement of administrative procedures for people took place normally.
“Necessary equipment such as information lookup machines, automatic number machines, electronic boards listing queue numbers... have all been installed. Ward officials are assigned to guide people to the correct transaction boxes according to each type of procedure, so that people do not encounter difficulties,” said Mr. Nam.

A notable point of the new model is the transfer of some authority from the district level to the ward level. According to Mr. Nam, documents such as construction permits, land transactions, business licenses... which previously had to go to the district, will now be resolved at the ward-level Public Administration Center.
“We have prepared trial operation “scenarios” and assigned specialists to support people step by step so they can get used to the new method. All for the purpose of serving people better, faster, and more conveniently,” Mr. Nam affirmed.
At the conference, Chairman of Hue City People's Committee Nguyen Van Phuong praised the initiative of Phu Xuan district government in establishing the apparatus, completing infrastructure and perfecting personnel.
“From the two pilot models, we need to draw practical experience for synchronous implementation. The most important issue is to be proactive, scientific and ensure continuity in the operation of the apparatus. In the near future, the leaders of the new wards will no longer be “waiting for instructions” but must take proactive action, clearly demonstrating their roles and responsibilities to the people,” Mr. Phuong emphasized.
According to the project to merge wards in Hue City, from July 1, Phu Xuan district will be divided into 3 wards: Huong An, Kim Long and Phu Xuan.
