Skillful mass mobilization - a solid foundation for development

The period 2021 - 2025 marks 5 years of effective implementation of mass mobilization work by state administrative agencies and authorities at all levels in Duc Trong district. With the drastic and synchronous participation from the district to the grassroots, mass mobilization work has become a solid bridge between the Party, the government and the people, making an important contribution to socio-economic development, ensuring national defense - security and improving the quality of people's lives.

• SOLID ECONOMIC FOUNDATION, IMPROVED LIFE

According to the People's Committee of Duc Trong district, over the past 5 years, the locality has achieved results in economic development. The growth rate of production value of major sectors has remained high: Agriculture, forestry, and fishery reached 6.88%; construction industry 10.35%; trade and services 10.83%. Total budget revenue in the district is estimated at 6,680 billion VND, an average increase of 12.8% per year, of which tax and fee revenue is estimated at 4,213 billion VND. Total export turnover during this period is estimated at 693 million USD, showing the strong and sustainable development of the local economy. These figures not only reflect the efforts of the government but also demonstrate the consensus and support of the people, the results of effective mass mobilization work.

To achieve these results, the Duc Trong District Party Committee and People's Committee have promptly issued and implemented many important documents, concretizing the Party's guidelines and policies on mass mobilization work. Notably, Decision No. 211-QD/HU on the mass mobilization work regulations of the district's political system, Resolution No. 03-NQ/HU on promoting the role of supervision and social criticism, and plans to coordinate the implementation of mass mobilization work associated with the theme "promoting the implementation of the grassroots democracy regulations". The work of thoroughly disseminating and propagating the position, role and responsibility of state administrative agencies and authorities at all levels in implementing mass mobilization work has also been focused on.

• SKILLFUL PUBLIC AFFAIRS IN ALL FIELDS

Over the past 5 years, mass mobilization work in Duc Trong has gone deep into each field; especially in remote areas, ethnic minority areas (accounting for 32.76% of the population) and areas with a large number of religious people (accounting for 48.17% of the population). The government has focused on mobilizing people to change the structure of crops and livestock towards high technology, supporting the linkage of production and consumption of agricultural products, helping to increase income and sustainably reduce poverty. At the same time, mobilizing people to agree to receive compensation, hand over land for development projects, preserve cultural identity, eliminate bad customs and actively participate in the Movement "All people protect national security".

The movement of “Skilled mass mobilization” has spread strongly. The whole district has built and expanded 88 models, typical examples of effective skillful mass mobilization in various fields (53 collective models, 35 individual models), including 25 economic models, 55 cultural - social models, 8 national defense - security models. These 88 models have been commended and rewarded by all levels, showing creativity and effectiveness in mobilizing people's strength.

One of the highlights of the mass mobilization work in Duc Trong is the outstanding efforts in administrative reform (AR). The district has reviewed and simplified administrative procedures (AP), publicly posted them at the Reception and Result Delivery Department, as well as on the district's electronic information portal. To date, 352 APs have been provided with online public services (227 at district level, 125 at commune level).

In particular, the digitization of records, documents, and results of administrative procedure settlement has made rapid progress. From 0% in 2021 (due to the province's lack of implementation), the digitization rate has reached 67.45% in 2022, 90% in 2023, and over 99.8% in 2024, 99.9% in the first quarter of 2025. This helps to significantly reduce time and costs for people and businesses. Receiving and returning results via public postal services has also been maintained effectively with 14,528 records from 2021 to the end of the first quarter of 2025.

The results of the assessment of service quality for people and businesses in implementing administrative procedures of the province for Duc Trong district always achieved excellent results in 2021, 2022, 2023, 2024 and the first quarter of 2025.

In addition, the application of information technology (IT) in state management has been promoted. The VNPT iOffice document management and administration system has been deployed to 100% of agencies, with over 95% of outgoing documents digitally signed and sent and received via the system. The district's electronic information portal operates effectively, posting more than 4,272 news and events and over 40,683 directive and administrative documents. The construction and operation of 15/15 commune-level electronic information pages, along with applications such as: "Duc Trong Online", smart broadcasting system, Intelligent Operations Center (IOC) have contributed to building digital government, serving people better.

The work of receiving citizens and resolving complaints and denunciations has also been carried out seriously. The District People's Committee has organized 119 regular meetings, 408 meetings, and 2,079 regular meetings. The total number of petitions and cases under its jurisdiction is 2,824, of which 2,497 have been resolved, reaching a rate of 88.4%...

In addition to the achieved results, there are still some difficulties and limitations that need to be overcome. That is, propaganda is sometimes not regular, the work of grasping and resolving people's concerns is sometimes not timely, the situation of delay in handling administrative procedures still occurs in some places...

To continue promoting advantages and overcoming limitations, Duc Trong district will focus on key tasks and solutions such as: Continuing to promote propaganda, raise awareness and action on mass mobilization work; innovating leadership and direction methods, strictly complying with regulations on receiving people, direct dialogue, listening and promptly handling people's reflections and recommendations; promoting mass mobilization of the government in handling petitions and resolving complaints and denunciations, especially complicated cases involving many people...
