Ha Long City Party Committee: Clear mark in Party building and rectification

Halfway through the implementation of the Resolution of the 25th City Party Congress (term 2020-2025), the work of Party building and rectification in the entire Ha Long City Party Committee has made clear marks. Thereby, it has actively contributed to the successful implementation of the goals and targets set by the congress resolution.

The Resolution of the 25th Ha Long City Party Congress sets out three groups of targets for Party building, including striving to admit 450 new Party members per year; the rate of Party organizations and bases completing their annual tasks well reaching 80% or more, of which 20% complete their tasks excellently; the rate of Party members completing their annual tasks well reaching 85% or more.

To specify these targets, right from the beginning of the term, the Executive Committee and the Standing Committee of the City Party Committee have issued a synchronous system of documents; led, directed, and organized the implementation of Party organization and building work. Notably, it is necessary to continue to innovate, arrange the organization, streamline the apparatus, operate effectively and efficiently, and implement models of unifying titles; regularly pay attention to reviewing, arranging, and organizing the team after the merger; reduce the number of Party committees and deputy committees of departments, offices, and units to ensure the number according to the regulations of the Central Committee.

Up to now, the whole city has 16/33 Party Committee Secretaries who are also Chairmen of the People's Council; 13/33 Party Committee Secretaries who are also Chairmen of the People's Committee; 14/33 Deputy Party Committee Secretaries who are also Chairmen of the People's Council; 19/33 Deputy Party Committee Secretaries who are also Chairmen of the People's Committee; over 90% of Party Committee Secretaries and Chairmen of the People's Committee are not local people. Thereby, overcoming the situation of localism, avoidance, and deference in performing public duties, gradually improving the leadership and direction of the Party, the effectiveness and efficiency of the government at the grassroots level.

The entire city has successfully organized, in accordance with regulations, the election of village and ward chiefs and the congresses of Party cells under the grassroots Party Committee for the 2022-2025 term; continuing to maintain the model of 100% Party cell secretaries concurrently being village and ward chiefs according to the motto "People trust, Party nominates".

In order to build a team that is both red and professional, the city has focused on improving the quality and synchronously and comprehensively innovating the work of cadres. In particular, it has promptly completed on schedule the work of reviewing and supplementing the planning of Party committees and positions of leadership and management cadres for the term 2020-2025 (2021-2026); 2025-2030 (2026-2031) for 1,879 cadres to ensure the quantity, proportion, and structure prescribed in conjunction with the good implementation of the work of arrangement, assignment, transfer, rotation, promotion, appointment, and nomination for candidacy; carried out the rotation, nomination, election, and appointment of 172 cadres managed by the Standing Committee of the City Party Committee; conducted more than 200 inspections of administrative reform, democratic and disciplinary regulations, administrative discipline, and office culture to promptly rectify and strictly handle violations.

Notably, the city has effectively implemented the review, arrangement, consolidation, and construction of the Party organization and improved the quality of the Party members to ensure uniformity and unity. Since the beginning of the term, the city has established 3 grassroots Party Committees upgraded from Party cells; newly established 24 subordinate Party cells; established 1 grassroots Party Committee and 12 subordinate Party cells due to rearrangement; transferred 33 grassroots Party cells and Party Committees to 9 grassroots Party Committees; transferred 7 grassroots Party Committees, 7 Party Committees of departments and Party Committees directly under the Party Committee of the City Enterprise Bloc to the Party Committee of the Provincial Agencies and Enterprises Bloc; transferred 5 branches and Party Committees to the Party Committee of the City Enterprise Bloc.

The work of developing party members has also achieved many positive results. The Ha Long City Party Committee is assessed by the Provincial Party Committee as one of the Party Committees with many innovative ways to improve the quantity and quality of party members. In 3 years (2020-2022), the City Party Committee has developed 1,352 new party members, including 262 party members in private economic units. The quality of party cell activities has been significantly improved. Party committee members at all levels, cadres of specialized agencies advising and assisting the City Party Committee attend grassroots party cell activities at least twice a quarter.

Along with that, the work of monthly and quarterly quality assessment and classification for cadres, civil servants, public employees and workers is effectively implemented as a basis for annual individual assessment and classification, associated with enhancing the responsibility of Party members who are working regularly to maintain contact with the Party organization and the people where they reside.

One of the clear marks in the Party building work of the City Party Committee since the beginning of the term is the strong innovation of inspection, supervision, investigation and Party discipline work. The City has proactively developed, reviewed, adjusted and supplemented the working regulations of Party committees, inspection committees, the inspection and supervision programs for the entire term and annually in association with the work theme of each year; proactively combined regular and thematic inspections and supervisions with inspections of Party organizations and Party members when there are signs of violations; inspected at all levels focusing on areas prone to violations, corruption, negativity, waste or mass complaints, prolonged, causing public outrage; synchronously and effectively combined the work of inspection, supervision, investigation, prosecution, trial and coordination in detecting and handling violations; synchronously handled Party discipline and administrative discipline, ensuring compliance with prescribed principles and authority.

Since the beginning of the term, Party committees at all levels have inspected 859 Party organizations and 2,801 Party members; supervised 1,057 Party organizations and 2,310 Party members. Inspection committees at all levels have inspected 697 Party organizations and 1,686 Party members; supervised 672 Party organizations and 1,760 Party members. Through inspection and supervision, 9 cases have been transferred to the police investigation agency for investigation and consideration for handling in accordance with the law.

With drastic and synchronous participation and innovative ways of doing things, after half of the term, the Ha Long City Party Committee has successfully completed 3/3 groups of targets on Party building. This is an important premise for Party committees at all levels in the city to continue to make efforts to focus on synchronously implementing solutions with the highest determination to successfully implement the goals set out in the resolutions of Party congresses at all levels for the 2020-2025 term.
