Steps are underway to build a 12-lane road.

According to the Provincial Traffic Construction Investment Project Management Board, the authorities are implementing investment procedures to put out a bid for the construction of the road project from the Le Duan - Truong Chinh intersection to the expressway interchange and the land fund on both sides of the road early next year.

The 35th session of the 11th Provincial People's Council on June 24th approved a resolution on investing in the road project from the Le Duan - Truong Chinh intersection to the expressway interchange and the land on both sides of the road. Phase 1 of this road will be completed with 6 lanes for motorized vehicles; Phase 2 will continue to invest in the remaining items and add another 6 lanes, making it a 12-lane road... The project connecting the expressway to the center of Phan Thiet city is one of the projects of interest to the people in the area because it is linked to the interests of many people. Currently, vehicles traveling on the North-South Expressway in the southern area (towards Ho Chi Minh City) from Dau Giay to Phan Thiet must go through National Highway 1 – My Thanh, a section approximately 2.6 km long with 4 lanes for motorized vehicles, with motorcycles sharing the same lanes. They then continue along National Highway 1 (approximately 13 km) to reach Phan Thiet, which is quite inconvenient. Since the expressway opened, the intersection with National Highway 1 (Ba Bau) has frequently experienced traffic jams and congestion, especially on weekends and holidays. Even with a distance of only 16 km, travel time is about 30 minutes, not including the time lost due to traffic jams or accidents, which can extend the delay to nearly an hour. For traffic flowing from the northern region towards Ninh Thuan via the Vinh Hao – Phan Thiet expressway to the center of Phan Thiet city, one must pass through National Highway 28, a narrow 2-lane road for motor vehicles, resulting in a travel time of over 30 minutes. This somewhat affects the effectiveness of investment in the North-South expressway, especially since Binh Thuan has merged with the (new) Lam Dong province, leading to increased travel demand from residents and employees, which can easily result in traffic accidents.

Mr. Nguyen Huu Trung, Director of the Provincial Project Management Board for Investment and Construction of Transportation Works, said: In order to proactively connect important national transportation routes with the provincial center, open up new spaces, and contribute to promoting the development of the East-West economic corridor, Binh Thuan has implemented a project to connect the center of Phan Thiet city with the North-South high-speed railway line. The project has a length of approximately 12.05 km (including the North-South Expressway overpass interchange and access roads to and from the expressway), with a hot-mix asphalt concrete pavement structure. The section passing through Phan Thiet city (approximately 1 km) and Ham Hiep commune, Ham Thuan Bac district (approximately 11.05 km) is being developed in two sections: The initial section from Km0+000 - Km1+000: The road has a cross-section width of 37 m, with each side of the road being 10.5 m wide, a 4 m wide median strip, and 6 m wide sidewalks on each side, including the investment in technical infrastructure. The section from Km1+000 to the end of the route: Land acquisition will be carried out according to the scale of the complete road (12 lanes, 79 m wide cross-section), with the initial phase involving the investment in 6 lanes for motorized vehicles, 10 m wide sidewalks, and the investment in technical infrastructure. The project involves constructing two new reinforced concrete bridges on the route (an overpass over the existing North-South railway at approximately Km9+150 and an overpass over the North-South expressway), each consisting of two independent bridge sections.

In addition, the project also involves land acquisition along both sides of the road, ranging from 50-100 meters depending on the location (measured from the edge of the sidewalk), and the land designated for the provincial bus station, to reserve land for investment. The project has a land clearance scope of approximately 242 hectares (including the road section and land acquisition along both sides of the route). The total investment is estimated at VND 4,712.327 billion, classified as a Group A project (of which compensation, support, and resettlement costs amount to VND 2,708.600 billion), funded from the provincial budget (investment preparation capital will be allocated in 2025 and carried over to the medium-term public investment plan for the period 2026-2030 to allocate capital for project implementation). The project implementation period is 5 years...

The project to connect the Vinh Hao - Phan Thiet expressway to the center of Phan Thiet city, upon completion, will link the Vinh Hao - Phan Thiet expressway to the city center. The initial section will be in Ham Hiep commune, and the North-South high-speed railway line will connect to Le Duan Street (at the intersection with Truong Chinh Street). Together with Le Duan Street and Nguyen Tat Thanh Street, it will form a main East-West axis connecting the expressway to the center of Phan Thiet city with important external and internal transportation hubs including the expressway, high-speed railway station, Phan Thiet city bypass (Ring Road 2), Truong Chinh Street, and the future provincial bus station. It will also connect to the coastal road through Phan Thiet city, opening up new development opportunities and promoting the socio -economic development of the locality. From the Le Duan connecting road, other important routes such as Thu Khoa Huan - Hung Vuong Street will continue towards the Mui Ne National Tourist Area. Connecting to Nguyen Tat Thanh road leading to Doi Duong - Thuong Chanh beach, and to Tran Hung Dao road leading to the newly emerging tourist area of Tien Thanh, then to La Gi or Ke Ga, Ham Thuan Nam... Therefore, according to initial assessments, this connecting route will be very important as it will both elevate the urban status of Phan Thiet by connecting the region and create space for economic and commercial development, increasing the value of land on both sides of the route as well as land reserved for the construction of other commercial areas...
