Opening the conference, Provincial Party Secretary Do Trong Hung emphasized: The Party Committee, government and people of all ethnic groups in Thanh Hoa province are entering 2023 - the third year of implementing the Resolution of the 13th National Party Congress, Resolution No. 58 of the 12th Politburo, Resolution of the 19th Provincial Party Congress and Resolution of the Party Congresses at all levels for the 2020-2025 term, with many opportunities and advantages, intertwined with many difficulties and challenges.
In that context, with the attention, leadership and direction of the Central Party, the National Assembly , the Government; the coordination and support of the Central Committees, ministries and branches; the Provincial Party Committee, People's Council, People's Committee, Vietnam Fatherland Front Committee of the province and the Party committees, authorities and organizations in the province have closely followed the reality, promptly proposed many correct policies and measures, both solving short-term and medium-term problems and creating a premise for sustainable development in the long term and have achieved many important results.

The economy remains stable and continues to grow; the growth rate of gross regional domestic product (GRDP) reaches 7% (the whole country is estimated at 3.72%). All production sectors have developed; in which, agriculture has a good harvest; tourism activities are vibrant, transportation services have increased sharply compared to the same period. Attention has been paid to planning work, the Thanh Hoa Provincial Planning for the period 2021-2030, with a vision to 2045 and the Thanh Hoa Urban Master Plan to 2040 have been approved by the Prime Minister, creating an important legal basis, opening up opportunities and a new development period for the province.
Culture and society have made progress; key education and high-performance sports have achieved positive results; social security has been ensured, and people's lives have been taken care of. The province has successfully organized many major cultural events with strong influence, welcomed and highly appreciated by public opinion and the people. National defense and security have been maintained, and social order and safety have been ensured.
The work of building and rectifying the Party and the political system continues to be innovated and strengthened; solidarity and unity within the Party and among the people are consolidated.
However, with the spirit of facing the truth, we need to frankly admit that in the leadership, direction and organization of the implementation of tasks in the first 6 months of 2023, there are still limitations, some issues are very big difficulties and challenges, emerging as: Economic growth rate is low compared to the plan and compared to the same period. State budget revenue, capital mobilization for development investment, export value... decreased compared to the same period. The real estate market has not shown signs of recovery; liquidity is low. The progress of disbursement of public investment capital is slow; capital is still waiting for projects to complete procedures, there is money but it cannot be spent; the bond market is frozen; capital from the banking system is limited. Construction investment activities face many difficulties due to institutional problems, administrative procedures, and construction material prices. Some projects have been delayed for many years but there are no signs of speeding up progress. The progress of preparing, appraising, and submitting for approval the adjustment of the Land Use Plan for the period 2021-2030 and the District-level Land Use Plan for 2023, and the Provincial 5-year Land Use Plan for 2021-2025 is very slow. The calculation of land use fees for many projects is still inadequate and very slow, greatly affecting the province's budget collection results and business investment environment....
In the spirit of democratic centralism, Provincial Party Secretary Do Trong Hung asked delegates to discuss, analyze, and comprehensively evaluate the situation in the first 6 months of 2023. Compare with the goals and tasks set out at the beginning of the year according to Resolution No. 12 of the Provincial Party Committee, clearly point out the outstanding results and achievements, especially the positive factors and newly emerging factors. In addition, analyze and clarify the limitations and weaknesses, especially the groups of limitations and weaknesses mentioned in the report.

Focus on implementing the tasks assigned by the Chairman of the Provincial People's Committee to speed up the implementation of major and key projects. Although Thanh Hoa province has had many solutions to remove difficulties and obstacles, the implementation of investment projects in the province is still slow. To speed up the implementation of large and key projects in the province, in the coming time, all levels, sectors and units assigned as focal units need to focus on implementing the tasks assigned by the Chairman of the Provincial People's Committee. For direct investment projects of enterprises, continue to monitor, urge and effectively support investors to speed up the implementation of direct investment projects, especially projects that have been granted investment policy approval decisions, investment registration certificates, and signed investment memorandums of understanding; resolutely and strictly handle projects that are slow and violate investment commitments. Speed up the progress of site clearance for investment projects using land in the province; enhance the responsibility of Chairmen of People's Committees of districts, towns and cities in directing the completion of 100% of site clearance area by 2023. Districts, towns and cities shall organize the review and specific assessment of land use needs, and the assessment of the priority order of urgent, important and breakthrough projects and works, effectively serving the socio-economic development orientation in the province. On that basis, report to competent authorities for approval to adjust the target of changing the purpose of land use for specialized rice cultivation to implement projects and works in accordance with regulations. For public investment projects, continue to effectively organize and implement tasks and solutions assigned by the Chairman of the Provincial People's Committee to accelerate the disbursement of public investment capital for projects in the province; improve the quality of investment preparation work. Boosting public investment to create opportunities for economic growth In the first 6 months of 2023, the province has had opportunities, advantages and difficulties, challenges intertwined, but the difficulties and challenges are greater. In that context, under the strong leadership and direction of the Provincial Party Committee, People's Council, Provincial People's Committee, the participation of Party committees, authorities, all levels, sectors and the Thanh Hoa business community has achieved very positive results. According to forecasts, in the last months of 2023, difficulties and challenges will remain great, the economy will continue to suffer a "double impact" from negative external factors and internal limitations and shortcomings that have lasted for many years. In addition, there are many difficulties and challenges such as Nghi Son Refinery and Petrochemical Project stopping operations for about 50 days to perform periodic maintenance, affecting domestic revenue, especially the impact on environmental protection tax, import and export tax will decrease sharply; the Government continues to extend the land lease term and reduce land rent by 30%, affecting budget revenue... To successfully complete the 2023 budget collection task, the province needs new momentum, new growth, new revenue sources and needs leadership and direction with many drastic solutions. Removing difficulties in implementing projects The Provincial People's Committee approved the investment policy in Lam Son - Sao Vang Up to now, the total number of projects approved by the Provincial People's Committee for investment in the Lam Son - Sao Vang area (Tho Xuan) is 26/79 projects in the whole district, including 9 projects that have been completed and put into operation; 8 projects that have been partially completed and are in operation; 9 projects that are under construction, not yet constructed and have not been leased land, of which 5 projects have expired according to the policy, causing waste of land resources, not creating motivation for socio-economic development, such as the Lam Son - Sao Vang industrial park infrastructure project, Thanh Tam bamboo ecological park project... Pursuant to Notice No. 233/TB-VPTU dated November 23, 2018 of the Provincial Party Committee on the temporary suspension of approval of investment policies and locations for projects within the scope of research of FLC Group in Lam Son - Sao Vang urban area, accordingly, in the period of 2018-2020, the district has no projects approved for investment policies. In parallel, the adjustment of the Lam Son - Sao Vang Urban Master Plan has not been approved yet. In addition, the Lam Son - Sao Vang Industrial Park infrastructure investment project has been implemented very slowly, leading to the failure to implement projects of the province and the district such as: 1/500 scale planning of the new administrative center urban area of the district; urban planning, resettlement planning of projects, infrastructure investment in urban areas and calling for and attracting investors for projects. In order to have a basis to call for and attract investors to Lam Son - Sao Vang urban area in the coming time, Tho Xuan district requests the Provincial Party Committee Standing Committee, Provincial People's Committee, provincial departments and branches to pay attention to promptly approving the adjustment of the Lam Son - Sao Vang Urban Master Plan. Solutions to speed up land clearance progress in Nhu Thanh Nhu Thanh is a district with a low rate of disbursement of public investment capital and site clearance (GPMB). Of the 175 billion VND of budget capital, the district has only disbursed 74 billion (43%). To speed up the progress of land acquisition and clearance, the Standing Committee of the District Party Committee has established a Steering Committee to focus on removing difficulties and obstacles for major projects of the district, and regularly work with the District People's Committee to direct the acceleration of implementation progress. Strengthen propaganda and mobilize people to comply with the land acquisition and clearance policy. Implement land acquisition and clearance work in a methodical, procedural, public and transparent manner; the determination of land use origin is carried out carefully, the inventory and description of assets and architectural objects must be detailed to ensure the rights of the people. Focus on removing "bottlenecks" in planning work Over the past year, planning work in districts, towns and cities in the province has been implemented relatively slowly. This is a "bottleneck" in implementing socio-economic development tasks, especially attracting investment and speeding up the progress of projects in the province. However, in the first 6 months of 2023, with the drastic direction of the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee and the participation of hamlets and sectors, the "bottlenecks" in planning work have been gradually removed. Notably, the planning of Thanh Hoa province for the period 2021-2030, with a vision to 2045 and the general planning of Thanh Hoa urban area, Thanh Hoa province to 2040 have been announced. At the same time, the Provincial People's Committee has approved 49 planning tasks and projects; districts, towns and cities have approved 192 planning tasks and projects. Currently, Thanh Hoa city, Nghi Son town and Bim Son and Dong Son district are focusing on accelerating the progress of zoning plans.
