- On the afternoon of June 20, Comrade Hoang Van Nghiem, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Head of the Steering Committee for the implementation of the pilot project on building smart border gates (Steering Committee) chaired the Steering Committee meeting to assess the implementation of the project from the previous session to the present and other related contents.

According to the report at the conference, in the second quarter of 2025, the implementation of the pilot project to build smart border gates will continue to be focused on. In particular, the Provincial People's Committee will organize a survey team to survey the area of landmark 1120 and hold an interdisciplinary meeting to discuss the implementation of procedures for lowering landmark 1120; seek opinions from relevant ministries and branches on the plan to expand the specialized road for transporting goods in the area of landmarks 1119-1120 (from 6 lanes to 14 lanes); coordinate with the working group of the National Border Committee to the area of landmarks 1119-1120 to conduct a field survey to expand the route and the plan to lower the height of landmarks 1119-1120, the technical parameters and the plan to expand the route to discuss and agree with the Chinese side and report the results to the Vietnam-China Joint Land Border Committee for approval...
Regarding planning, investment preparation and infrastructure construction, the agencies are currently implementing the steps to adjust the overall master plan for the construction of Dong Dang-Lang Son border gate economic zone (It is expected that in June 2025, the planning scheme will be completed and reported to the Provincial People's Committee for submission to the Provincial People's Council for approval in the mid-year session to continue the procedures); The Provincial People's Committee has approved the 2025 Land Use Plan for Cao Loc and Van Lang districts, including updating the area for expanding specialized roads for transporting goods, supplementing the indicators of traffic land and agency land to ensure compliance with the approved Land Use Plan until 2030...
Regarding the implementation of construction investment procedures, for the Project of Investment in the Construction of an Inter-sectoral Working House for functional forces at the dedicated freight transport road at landmark 1088/2-1089, the Provincial People's Committee has approved the Feasibility Study Report on the project's construction investment and approved the plan to select a contractor to implement the project. For the Project of Expanding the dedicated freight transport road in the area of landmark 1088/2-1089, on June 13, 2025, the investor submitted the feasibility study report on the construction investment. For the Project to Expand the Specialized Freight Road in the area of landmarks 1119-1120 (expansion phase from 4 to 6 lanes), in the second quarter of 2025, 9/11 bidding packages were implemented according to the contractor selection plan, completing the entire road base layer, constructing the road base from the border to the waiting parking lot, installing equipment, completing a number of other items...
Regarding site clearance, the project to invest in building an inter-sectoral working house for functional forces in the area of landmark 1088/2-1089 has conducted a census of 100% of the reclaimed area. At the conference, delegates focused on discussing and clarifying a number of issues related to the progress of project implementation; raised difficulties and obstacles and proposed solutions to remove them and speed up the implementation progress in the coming time.
Speaking at the conference, the Provincial Party Secretary acknowledged some of the results achieved in the implementation of the pilot project to build smart border gates in recent times. However, the progress of implementing the project according to the roadmap is still slow.
Regarding the upcoming tasks, the Provincial Party Secretary requested the Management Board of Dong Dang- Lang Son Border Gate Economic Zone to review, synthesize, and absorb opinions to adjust the structure of the report to be concise, summarize the contents and results of the implementation; synthesize and grasp all information related to the project, act as a focal point to proactively coordinate with agencies to urge the implementation of tasks.
He requested the Department of Finance to preside over and coordinate with relevant departments and branches to advise the province on selecting investors and mobilizing non-budgetary capital in a strict and proper manner; the Regional Customs Branch VI continues to advise the province on implementing contents related to procedures at border gates as well as contents related to import and export of goods; the two districts of Cao Loc and Van Lang continue to carry out site clearance well.
The Provincial Party Secretary requested relevant departments, branches and units to continue to closely and promptly coordinate to speed up the implementation of assigned tasks.
