The Department of Quality Management (Ministry of Education and Training) has just announced the list of units organizing English proficiency assessment tests according to the 6-level Foreign Language Proficiency Framework for Vietnam (data updated to March 2025).
Accordingly, two more highereducation institutions have been recognized by the Department of Quality Management, Ministry of Education and Training as units organizing English proficiency assessment tests according to the 6-level foreign language proficiency framework for Vietnam, bringing the total number to 38 institutions.
Ho Chi Minh City Open University and Hong Bang International University are the new additions to this list.
To organize exams, schools need to have an independent department specializing in assessing foreign language proficiency; have a team of management staff, examiners, test makers, test data analysts and technicians; have a pedagogical environment and safety for exam organization; and have adequate facilities and equipment.
In addition, units also need to have question banks and exam papers built according to regulations; have computerized exam organization software and have a project to organize exams to assess foreign language proficiency.

The 6-level foreign language proficiency framework for Vietnam applies to foreign language training programs, foreign language training institutions and foreign language learners in the national education system.
This framework was issued in 2014, based on the Common European Framework of Reference (CEFR) and a number of English proficiency frameworks in other countries, combined with the actual situation and conditions of teaching, learning and using foreign languages in Vietnam.
The Vietnamese foreign language proficiency framework is divided into 3 levels (elementary, intermediate, advanced) and 6 levels (from 1 to 6 corresponding to levels A1 to C2 in the CEFR). Specifically: Level 1 (elementary) is compatible with level A1 in the CEFR, Level 2 (elementary) is compatible with level A2 in the CEFR, Level 3 (intermediate) is compatible with level B1 in the CEFR, Level 4 (intermediate) is compatible with level B2 in the CEFR, Level 5 (advanced) is compatible with level C1 in the CEFR, Level 6 (advanced) is compatible with level C2 in the CEFR.
Currently, VSTEP is used to consider foreign language requirements for university graduation. This certificate is also used in the entrance and graduation examinations of graduate training programs at many universities in the country.
Since previous admission seasons, some domestic universities have also considered including VSTEP foreign language certificates in their admission criteria.
