After the National Assembly officially passed Resolution No. 202/2025/QH15 on the arrangement of provincial-level administrative units, reducing the number of provinces and cities from 63 to 34, many people expressed concerns about whether their license plates would be affected and whether they needed to be renewed.
No need to change license plate after administrative unit arrangement
According to current regulations, people are not required to change their vehicle license plates after administrative unit reorganization if the vehicle is still validly registered.
Specifically, according to Circular 79/2024/TT-BCA issued by the Ministry of Public Security on November 15, 2024, effective from January 1, 2025, from July 1, 2025, vehicle registration and license plate issuance will be carried out according to the area code of the new province after the merger. However, for vehicles registered before this time, vehicle owners are not required to change their license plates.
Vehicle registration papers and license plates issued before the merger remain legally valid and can continue to be used normally until they expire or there is another reason to change them.
When should I change my license plate?
Although the merger of provinces and cities does not require changing license plates, people still need to pay attention to specific cases that Circular 79/2024/TT-BCA stipulates that it is mandatory to change or reissue license plates. These cases are not directly related to the change of administrative unit but are general regulations on vehicle management, including:
- License plate or vehicle registration is blurred or damaged.
- Means of changing identifying features (e.g. changing paint color, technical renovation).
- Change the vehicle's purpose of use (for example, from personal vehicle to commercial vehicle and vice versa).
- Transfer car to another province.
- Change of owner information (vehicle owner name, personal or organization identification number) or vehicle owner needs to change vehicle registration certificate to new address.
- Vehicle registration certificate expired.
- Car owners need to change the license plate from short to long or vice versa.
List of license plates of provinces and cities after the merger
Thus, after 34 provinces and cities are expected to operate from July 1, the license plates of the provinces will be a collection of license plates before the merger. Specifically as follows:
