In order to promptly connect and effectively supply human resources in accordance with market requirements, the province has directed relevant agencies to implement many solutions, focusing on promoting labor market information, as a basis for planning employment policies and developing human resources. Thereby contributing to meeting the recruitment needs of businesses and expanding employment opportunities for workers.
In the period of 2020 - 2024, Vinh Phuc will create jobs for about 22,000 workers each year on average, exceeding the planned target. Currently, the whole province has more than 600,000 workers aged 15 and over, of which more than 588,000 people are employed; the unemployment rate among working age people is 1.5%, down 1.72% compared to the same period in 2024.
To achieve that result, the province has effectively implemented many solutions, focusing on promoting labor market information, as a basis for planning employment policies and human resource development, supporting job connections between employees and businesses as well as building socio -economic development plans suitable to the reality of each locality.
Every year, the province develops and issues plans, directs departments, branches, sectors and localities to organize the collection, updating, editing, synthesizing and providing labor market information; promotes propaganda about the purpose and significance of the survey, collecting labor supply and demand so that people and employers know and participate in responding, creating favorable conditions for investigators to collect information about the labor market.
The People's Committees of districts and cities select, assign, and arrange staff to participate in the investigation, collect, store, and synthesize labor market information; at the same time, organize training, provide guidance on professional use, and update information for investigators.
Strengthening labor information work, specialized agencies and functional sectors of the province grasp the fluctuations of the labor market, thereby promptly implementing measures to strengthen the connection between labor supply and demand, supporting businesses to remove difficulties and obstacles in implementing policies and regimes for employees, improving the effectiveness of vocational training associated with job creation for employees.
From 2020 to present, the province has issued many mechanisms and policies related to labor, employment, and vocational training such as Resolution No. 07 of the Provincial People's Council regulating the policy of borrowing capital to solve employment and supporting some expenses for employees working abroad under contracts in the province for the period 2022 - 2025; Resolution No. 19 of the Provincial People's Council on policies to support vocationaleducation activities in the province for the period 2022 - 2025; Decision of the Provincial People's Committee approving the Project on training high-quality human resources in vocational education to meet the needs of enterprises in the province for the period 2021 - 2025 and orientation to 2030...
In the current context, the province is promoting investment attraction for technology projects with high added value, using high-quality labor resources, having the ability to compete, participating in the production network and value chain of electronics, automobiles, and motorbikes; prioritizing semiconductor technology projects, AI technology, increasing technology content in production.
Enterprises focus on investing in modern technology and techniques, operating production with machinery; a number of enterprises restructure their investments to apply new science and technology, expand production scale... changing the structure of labor recruitment. Meanwhile, most vocational training institutions in the province have not trained or only train a number of majors and occupations according to the needs of enterprises.
Since the beginning of the year, the province has had more than 530 newly registered enterprises and enterprises returning to operation. Some enterprises in the fields of textiles, footwear, electronic components, etc. have signed many new orders, so they have a need to recruit a large number of workers.
In that situation, to continue to improve the effectiveness of State management of labor and employment, effectively supply human resources suitable to the labor market, meet the requirements of socio-economic development of the province in the coming time, the Provincial People's Committee has issued a plan to organize the collection, update, edit, synthesize, and labor market information in the province in 2025.
Accordingly, the collection of labor market information is carried out throughout the province. The collection includes information on labor supply and demand, information on foreign workers working in the province. The implementation progress is from April 10 to July 30, 2025.
The Provincial People's Committee assigned the Department of Home Affairs to preside over and coordinate with departments, branches, and People's Committees of districts and cities to collect and update information and data on the storage system, synthesize labor market information into labor supply and demand information software; organize inspection, supervision, and guidance on information collection, monitor, and promote the process of updating and processing information from district and city levels.
The Provincial Police Department presides over and coordinates with the Department of Home Affairs to direct and guide the Commune-level Police to implement the entry and update of information data into the software on the National Population Database system.
The People's Committees of districts and cities shall proactively issue plans, train and guide communes in collecting, storing and synthesizing labor market information in the province in 2025; organize assignments, inspect, supervise, monitor and urge the collection and labor market information of communes, wards, towns and investigators to ensure progress and quality according to the set plan.
People's Committees of communes, wards and towns establish working groups to collect information on labor supply and demand, proactively select and assign tasks to investigators associated with each specific area, limiting duplication and missing information.
