Besides, the province is focusing on the arrangement of administrative units and building a two-level local government organization model, which directly affects the apparatus and management work.
However, thanks to the drastic, flexible and effective direction of authorities at all levels; along with strengthening revenue management, reviewing revenue sources, promoting digital transformation and applying information technology in tax management and tax refunds; at the same time, resolutely fighting against revenue loss, handling tax arrears and urging timely collection and payment to the budget... the province's budget collection in the first 6 months of 2025 has achieved many positive results.
According to the report of the Department of Finance, the total state budget revenue in the province in the first 6 months of the year is estimated at nearly 19,000 billion VND, an increase of 22.4% over the same period last year; reaching 70% of the estimate assigned by the Provincial People's Council and nearly 59% according to the scenario for the whole year 2025. Of which, domestic revenue is estimated at nearly 16,200 billion VND, an increase of 17%, reaching 73.4% of the estimate and 62% according to the scenario for the year.
According to the analysis of the Tax sector, this result was partly due to the province issuing a policy to extend tax and land rent payments 3 months earlier than in 2024, causing the amount of tax extended in the first 6 months of the year to increase.
In addition, many key enterprises continued to maintain stability and contribute greatly to domestic revenue. Typically, Honda Vietnam paid more than VND 2,640 billion; Toyota Vietnam Automobile Company paid more than VND 2,320 billion; Sunny Automotive Company paid more than VND 134 billion and A My Industrial Joint Stock Company paid more than VND 227 billion...
In localities, although there is not much time left to complete the merger of district-level administrative units, districts and cities still clearly identify budget collection as a key task, contributing significantly to increasing the province's overall revenue. Many solutions have been implemented synchronously, focusing on increasing revenue from taxes, fees and land use fees at key projects. At the same time, resources are ensured to fully implement expenditure tasks, striving to complete financial targets before the transition to a two-level government model.
For example, in Lap Thach district, as of June 6, the total budget revenue in the area reached 1,562/1,731 billion VND, equal to 90% of the annual estimate. Of which, state budget revenue reached 569 billion VND, up 88% compared to the estimate; budget transfer revenue reached 937 billion VND; and source transfer revenue reached 56.67 billion VND.
According to Mr. Le Van Phuc, Deputy Head of the Tax Department of Region VIII, in order to complete and strive to exceed the 2025 budget revenue target of VND 27,026 billion (of which domestic revenue is VND 22,026 billion), the Provincial People's Committee needs to continue to closely monitor the production and business situation of enterprises, promptly remove difficulties, especially for 50 enterprises with large contributions to domestic revenue; promote digital transformation in all financial and budget management activities; improve credit quality, prioritize production and business; effectively exploit revenue sources, and be determined in the work of preventing state budget loss.
