It was thought that after the Provincial People's Council approved the proposal to adjust and supplement the investment policy of the Binh Dinh Provincial Museum project with a capital of 734.7 billion VND (a project belonging to Group B), the construction of the project at the location of the Binh Dinh Provincial Labor Culture House (belonging to the Provincial Labor Federation) - considered as "golden land" (No. 86 Le Duan, Quy Nhon City) would be quickly implemented, the dream of a new home would become a reality after many years of waiting for the Museum industry of this province.

The new Binh Dinh Provincial Museum project will be built at 86 Le Duan, the current Provincial Labor Culture House.

According to Mr. Lam Hai Giang, Vice Chairman of Binh Dinh Provincial People's Committee, the reason for adjusting and supplementing capital sources is because the Binh Dinh Provincial Museum project was approved by the Provincial People's Council in the investment policy in Resolution No. 87/NQ-HDND dated December 6, 2023 with a total investment of 700 billion VND, without compensation and support costs.

However, in reality, this expense item arises to compensate and support when reclaiming land from the Binh Dinh Provincial Labor Culture House at 86 Le Duan, Quy Nhon City.

Despite high expectations, the project has not been able to be implemented yet, so what is the reason? Mr. Bui Tinh, Director of Binh Dinh Provincial Museum shared: “The project of building a new Binh Dinh Provincial Museum on the land of the Provincial Labor Culture House continues to adjust the exhibition outline, and cannot be implemented yet.

Because after the merger, the new province will be Gia Lai , so the leaders of Binh Dinh province directed to "measure people to make clothes", not "make clothes then measure people". To be more specific, we have to go to Gia Lai to survey, then build, because the new museum must fully converge the cultural elements of Binh Dinh and Gia Lai".

So, will the construction project have to continue to adjust its name after the new Gia Lai province is established? Mr. Bui Tinh clearly stated: "Certainly, the Provincial People's Committee must submit to the Provincial People's Council to adjust the project to the new name after the merger of Binh Dinh and Gia Lai provinces."

As planned, after moving to the new location, the Binh Dinh Museum at 24 Nguyen Hue will be assigned by the province to the Binh Dinh Department of Construction for management.

Public opinion and people are concerned about the budget for the construction of the Provincial Museum project, which is up to 734.7 billion VND. Is it a waste of the state budget? What do you think about this? Director of Binh Dinh Provincial Museum Bui Tinh said: The figure of 734.7 billion VND has decreased by more than half compared to the estimate, because previously the construction unit had budgeted about 1,300 billion VND to implement this project.

Temporarily hand over the old pillar to the Provincial Labor Culture House

Mr. Bui Tinh also informed that the Binh Dinh Museum at 24 Nguyen Hue Street is currently degraded, and he only hopes that the new museum project will be quickly implemented to relocate and preserve the artifacts and rare documents currently there. And after moving to the new workplace, the headquarters at 24 Nguyen Hue Street was directed by the province to be handed over to the Binh Dinh Department of Construction for management.

In exchange for public land, investment in building a new museum and to harmonize between the parties, Binh Dinh province also decided to temporarily hand over the old headquarters of the Provincial Cultural Center at 02 Phan Dinh Phung, Quy Nhon City to the Provincial Labor Culture House for management and use after moving from the address at 86 Le Duan.

Recently, regarding the renovation and repair of the Provincial Cultural Center 02 Phan Dinh Phung, Quy Nhon City, Mr. Nguyen Tuan Thanh, Permanent Vice Chairman of Binh Dinh Provincial People's Committee, has just directed and assigned the Department of Finance to preside over and coordinate with relevant agencies and units to complete all documents and procedures to request the Ministry of Finance to transfer the Provincial Cultural Center to the Provincial Labor Federation to arrange as the Provincial Labor Cultural House.

The Binh Dinh Provincial Cultural Center at 2 Phan Dinh Phung is currently in disrepair.

After completing the handover, the Provincial Federation of Labor is responsible for organizing the repair, renovation and upgrading of the Labor Cultural House according to regulations.

In response to the question of where the Binh Dinh Cultural Center is currently working, Mr. Huynh Hiep An, Director of the Binh Dinh Cultural Center, said: All officers and employees have been working at the Provincial Conference Center at 01 Nguyen Tat Thanh for a long time.

Following the direction of the province, we are currently waiting for the handover of facility No. 02 Phan Dinh Phung to the Provincial Labor Culture House for management and use.
