An auction company is announcing the auction of 538 3-wheel and 4-wheel vehicles. These vehicles are evidence and means of administrative violations confiscated by Hanoi City Police.
The starting price of this lot of assets is more than 1.18 billion VND, excluding taxes, other fees and other costs for transporting assets and handling related issues (if any), averaging more than 2.2 million VND/vehicle. The deposit is more than 237 million VND. The auction is expected to take place online on the afternoon of September 19 with an upward bidding method, with a price step of 5 million VND.
According to the list of 538 auctioned vehicles, there are 528 3-wheeled vehicles and 10 4-wheeled vehicles, most of which do not have license plates, brands, engine numbers, chassis numbers... All are vehicles that violated administrative regulations from March 2024 to November 2024.
The auction company also noted that customers can come to see the assets at the temporary vehicle storage facilities of the Traffic Police Department - Hanoi City Police or visit the auction company's website online.

Notably, in the online auction application, customers need to have an environmental license/Hazardous waste treatment license (HWL) with a minimum validity until December 31. The hazardous waste treatment license must include the name and code of the hazardous waste, which is batteries and waste batteries, and have a hazardous waste treatment facility according to regulations.
Three-wheeled vehicles are vehicles that are converted and hand-assembled from old motorbikes and separate parts. Specifically, the front part and engine are often taken from used motorbikes; the cargo box, leaf springs, axles and rear wheels are purchased separately or self-made, often used to transport goods, construction materials...
Because the procedures for confiscation, destruction, and auction of administrative violation exhibits take a long time, most vehicles are detained for too long, becoming degraded, damaged, and wasteful.
Currently, there are many ways to reduce the number of vehicles being detained such as allowing deposit of bail for self-preservation of vehicles; temporarily holding documents to ensure instead of temporarily detaining vehicles; enhancing the handling of evidence and vehicles (by confiscating and auctioning)...
However, the option of depositing money as security instead of temporarily impounding the vehicle is rarely applied by individuals and businesses, but mainly choosing the measure of temporarily holding documents (vehicle registration, vehicle inspection, driver's license...) as security instead of temporarily impounding the vehicle.
