Identify false information and views

False information is information that is not true, contrary to the Party's guidelines and viewpoints, and the State's policies and laws. It is necessary to criticize and correct those who have used false information to propagate, promote, and even insert personal opinions with a political motive for profit, using false information to justify their own viewpoints, thereby putting pressure on the Party and the State to accept their opinions - those are false viewpoints, and need to be resolutely exposed and rejected.

However, there are different levels of wrong views. Level 1: Some people, when communicating guidelines, policies, and strategies, agree with them when expressing their opinions, but when implementing specific tasks, they do the opposite. Level 2: When communicating resolutions, directives, policies, and strategies of the Party and State, they take the opportunity to insert their personal views and opinions, distracting the listeners, even causing confusion and hesitation. Level 3: On the outside, they seem to basically acknowledge that Marxism-Leninism and Ho Chi Minh Thought are correct, but when applying them in practice, speaking and writing, they deny almost all achievements; only highlighting the weaknesses and negative aspects in managing and operating the economy as well as our domestic and foreign policies and strategies. Level 4: They completely deny the theoretical and practical values ​​of Marxism-Leninism and Ho Chi Minh Thought, denying all achievements of socialism; denying the great significance of the resistance wars against invaders and the achievements of our people in the current renovation and integration. They use that information to divide and incite cadres and party members, and gather forces to overthrow the Party and the regime. That is false and hostile information and viewpoints.

To classify different levels of expression, it is necessary to classify the subjects so that we can have countermeasures to fight, differentiate, and persuade. The first type: Does not study the system, but shows that it understands "thousands of books". When citing, it is edited; in communication and conversation, only considers one's opinion to be correct; only one's way of expressing can express the essence of Marxism-Leninism and Ho Chi Minh's thought. The second type: Only listens one way. Especially now, thanks to the development of information technology and social networks, they only read and watch online the arguments of opportunistic and hostile forces; from there, they bring the information online to tell others, without analysis or verification. The third type: Due to personal dissatisfaction, they deliberately spread false information, or distort the truth to "say it for satisfaction", and attract people around them to agree with them. The fourth type: They use false information for political purposes with political motives; wanted to form a "flag" to gather forces and create an opposition party to the Communist Party of Vietnam . They joined the ranks of the "hostile forces".

Specific contents of the false argument

Regarding political ideology: Focus on negating Marxism-Leninism; thereby negating socialism at different levels.

First, they believe that Marxism-Leninism was “inappropriate” when it was first applied to Vietnam. According to them, Marxism was born when Marx and Engels only studied the economic and political situation in some capitalist countries in Europe, focusing on Russia, France, Germany and England… Therefore, it is impossible for a doctrine that arose from the West to be applied to Vietnam!

The second manifestation, in the strong development of capitalism today, from being “inappropriate”, socialism has really shown itself to be “very backward”, because since the collapse of the Soviet Union and Eastern Europe, the world no longer has two capitalist systems opposing the socialist system. So where is Marxism-Leninism anymore? From denying Marxism-Leninism, they deny the entire ideology of Ho Chi Minh.

Regarding democracy, they argue that there can be no democracy in Vietnam when the Communist Party is still the only party leading the country and Vietnamese society as stipulated in the Constitution. Their argument is: First, when following a one-party regime, it inevitably leads to dictatorship and autocracy; and dictatorship and autocracy cannot have democracy. Without democracy, the country cannot develop. Second, being a one-party state will lead to monopoly and corruption... Third, being a monopoly party, the Communist Party of Vietnam often violates human rights, prohibits freedom of speech and freedom of the press. They focus on inciting international public opinion to condemn Vietnam when we deal with those who oppose the Party and the State. Fourth, they demand that in order for this country to have true democracy, political pluralism and multi-party opposition must be implemented.

Regarding the socialist-oriented “market economy”: They completely reject it and claim that this is a populist argument, a demonstration of power by a group of people who are leading the country, wanting to control and dominate the entire national economy. Recognizing the market economy is recognizing the capitalist economy, but associating it with “socialist orientation” is forced, voluntaristic...

Regarding culture: They promote the so-called "advancement of Western culture" because it promotes the individual "ego", democracy, human rights...

The notable manifestations in recent times of those opportunistic and hostile forces are the expansion of the so-called “internal fighting and punishment within the Communist Party of Vietnam” through the determination of our Party and State to handle cadres who violate the Party’s principles and the State’s laws. When our Party Central Committee issued the Regulation “19 things that Party members are not allowed to do”, they claimed that the Party had “deprived personal freedom”, contrary to the Party’s criteria of “independence, freedom, happiness”...

One special thing, as a rule, is that every time central conferences and National Assembly sessions are about to take place, especially when organizing Party Congresses at all levels and National Assembly elections, they mobilize "maximum capacity" of media and social networks to slander "the crimes of Mr. A, Ms. B" - those who are in power, "involved in negative incidents" that they fabricate or exaggerate, then demand that superiors "consider and handle", causing distraction and confusion in public opinion...

Prevent and act decisively from within

Faced with the above false information and arguments, the authorities need to continue to implement solutions to fight and refute, thereby protecting the Party's ideological foundation as well as the country's stability.

Firstly, it is necessary to strengthen political theory education, raise awareness of the important position and role of Marxism-Leninism and Ho Chi Minh thought for the revolution in our country and the world; affirm that steadfastness in Marxism-Leninism and Ho Chi Minh thought is the top principle of a genuine revolutionary party.

First of all, we need to clarify that Marxism-Leninism is an open doctrine, revolutionary and scientific in nature; it has lasting vitality because it is scientific, revolutionary and humanistic, considering people as the center of development; all policies and strategies originate from serving people... During their lifetime, Marx, Engels, and Lenin all affirmed that their doctrines were not immutable, not closed... Marx, Engels, and Lenin themselves many times adjusted some points in their doctrines.

In that direction, the Communist Party of Vietnam has always creatively applied, contributed to supplementing and developing Marxism-Leninism. For example, regarding the conditions for the birth of a revolutionary party, in capitalist countries, Marx only mentioned two conditions: the workers' movement and Marxism-Leninism. But with its own characteristics, our Party talks about three conditions for a genuine revolutionary party: patriotism; Marxism-Leninism and the workers' movement. In particular, the policy of building and developing a socialist-oriented market economy is an extremely meaningful creation of our Party in supplementing and developing Marxism-Leninism, which has been recognized by communist parties and left-wing parties around the world.

Our Party has a consistent goal: To attach importance to economic development associated with culture, ensuring progress and social justice in each specific policy. This is the core point of the connotation of “socialist orientation”. It must be affirmed that the collapse of the Soviet Union and Eastern Europe was the collapse of a model of real socialism, not the collapse of a doctrine as a scientific doctrine of socialism.

In foreign affairs, we adhere to the principles of independence, self-reliance, diversification and multilateralization of international relations, consistently advocating that "Vietnam is ready to be a friend and reliable partner with all countries in the world community; a responsible member of the international community".

It is necessary to reject the argument that maintaining a single party “inevitably leads to a state of monopoly, dictatorship, autocracy, and widespread corruption” (!) Reality proves that if only a multi-party system can have freedom and democracy, it is a complete illusion. In essence, the multi-party system in the bourgeois political system is based on political monism. It is the division of power among the parties…

From the above analysis, we draw two conclusions: First, maintaining a single-party or multi-party system is not the cause of corruption, dictatorship, or monopoly. Second, maintaining a single-party or multi-party system depends on the political, historical, social, cultural, and religious conditions of each nation and each country; on the right of self-determination of that nation to accept a single-party or multi-party system. This is consistent with Article 1 of the United Nations Convention on Civil Rights.

Second, continue to strongly innovate ideological methods. In the current situation, it is necessary to create unity in perception and correctly assess the causes of erroneous and hostile viewpoints. There are many causes, but it must be affirmed that internal causes are the main ones. "Self-evolution" and "self-transformation" are caused by us, of course there are external influences. Therefore, prevention from within and drastic action from within will create fundamental changes in thinking and action.

It is necessary to drastically change the propaganda method, attach importance to linking theory with practice, choose the appropriate way of expression for each type of audience, emphasize the need to be close to the base, ensure persuasiveness, attractiveness, and effectiveness. It is necessary to take advantage of the opportunity to differentiate and attract people from extreme opposition to the point where they gradually become enlightened, recognize the truth and reason.

In short, opportunistic and hostile forces cannot do whatever they want, once ideological work is closely linked to organizational work and carried out consistently; once grassroots Party organizations and cadres and Party members raise their vigilance and actively fight against manifestations of "self-evolution" and "self-transformation"; once our Party and State discover mistakes, courageously correct them, promptly adjust and supplement mechanisms and policies suitable to the reality of each period... - that is the important basis for creating endogenous strength, defeating all schemes and tricks of evil forces; preventing and repelling the situation of "self-evolution" and "self-transformation" within our Party.
