The Minister of Construction has just signed Decision No. 1170/QD-BXD approving the investment policy for the Than Vu Tunnel Completion Project on the Eastern North-South Expressway.
The project has a starting point connecting to the North-South East Expressway, Dien Chau - Bai Vot section, at Km437+500 in Tan Chau commune, Nghe An province; the end point connecting to the North-South East Expressway, Dien Chau - Bai Vot section, at Km445+700 (branch N2, Nghi Phuong intersection) in Than Linh commune, Nghe An province. The total length of the route is about 8.2 km.
The important items of the Project include: investing in the remaining items of Than Vu tunnel (left branch) to ensure the scale of exploitation of 3 lanes; adjusting the traffic safety system to exploit the right branch of the tunnel with 3 lanes according to the planning scale; investing in the construction of bridges and access roads connecting to the left branch of Than Vu tunnel with a scale of 3 lanes... to ensure the exploitation of the section with a scale of 6 lanes in accordance with the planning, with a design speed of 80 km/h - 100 km/h.
The preliminary total investment of the Project is 2,155 billion VND from the state budget; of which the central budget capital in 2025 from the increased central budget revenue in 2024 is 406 billion VND; the capital source of the medium-term public investment plan for the period 2026 - 2030 is 1,749 billion VND.
The project implementation period is preparation from 2025, basically completed in 2026 and put into operation and use in 2027.
The Ministry of Construction assigned Project Management Board 6 to preside over and coordinate with relevant agencies to complete the Project Feasibility Study Report, submit it to the Ministry of Construction for decision on project investment in accordance with the provisions of the Law on Public Investment and relevant laws; organize the selection of qualified contractors to implement the Project in accordance with the provisions of law, ensuring publicity, transparency, quality, efficiency, and progress; and prevent negativity and waste that cause loss of State assets and capital.
The investment component project for the construction of the Dien Chau - Bai Vot section of the Investment Project for the construction of a number of sections of the North - South Eastern Expressway in the 2017 - 2020 period was approved by the National Assembly in the project investment policy in Resolution No. 52/2017/QH14 dated November 22, 2017, invested under the PPP method.
During the phase of the Project, the project was invested in construction with a scale of 4 lanes with intermittent emergency stops. Only Than Vu tunnel was invested in the construction of a new tunnel for 2 lanes (1 new tunnel was dug and the tunnel shell was constructed to protect the structure, and a temporary road surface was made to be used as a rescue and escape tunnel).
Due to limited resources, both tunnels have not been completed, affecting the operational capacity and efficiency of the entire expressway. The exploitation of Than Vu tunnel with the current scale of 2 lanes will create a bottleneck for the North-South expressway in the East.
Therefore, the completion of the left branch tunnel of Than Vu tunnel and the approach roads at both ends of the tunnel will ensure uniformity in scale and promote the investment efficiency of the invested expressway sections.
