Implementing Plan No. 367 dated December 31, 2024 of the People's Committee of Dinh Lap district (old) on accelerating the progress of granting land use right certificates (red books) in the area, from the beginning of 2025, the People's Committees of Lam Ca and Thai Binh communes and Thai Binh Farm town (old) issued implementation plans. Accordingly, the 3 old communes and towns were assigned the target of guiding and supporting people to complete their application files to request competent authorities to grant 480 land use right certificates according to regulations. From July 1, 2025, the work of receiving and handling procedures for granting land use right certificates for the first time has been carried out right at the commune level. Mr. Tran Duc Binh, Thong Nhat A village, Thai Binh commune said: My family has 252.4 m2 of land for perennial crops that has not yet been filed to apply for the first "red book" according to regulations. Through the propaganda information of the commune's professional staff, in September 2025, I completed the application according to regulations. Thanks to the enthusiastic guidance of the professional staff, I completed the online application, ensuring all the documents are complete. In November 2025, I received the Land Use Rights Certificate for the above land area, from which I can work and produce with peace of mind.
Like Mr. Binh's family, according to statistics, from July 1 to now, the People's Committee of Thai Binh commune has received 382 applications for "red books"; of which, the People's Committee of the commune has resolved and issued 255 "red books", equivalent to 267 plots with an area of over 8 hectares; is currently resolving 127 applications (still valid). Accumulated from the beginning of 2025 to now, people in the commune have been granted 491 "red books" (equivalent to 510 plots) with an area of 18.5 hectares, exceeding the target for 2025 by 11%. All applications were resolved and results were returned on time.
In order to effectively implement and speed up the settlement of administrative procedures for granting "red books" to people, right after operating the 2-level local government model, the Commune People's Committee arranged the Commune Public Administration Service Center in a convenient location, paying attention to investing in facilities, machinery and equipment. This helps the center meet the requirements of serving people according to regulations and not interrupt the reception and settlement of administrative procedures under its authority, including procedures for granting "red books" for the first time.
Ms. Loc Thi Hai, Deputy Head of the Economic Department of Thai Binh Commune, said: The Department has assigned staff with strong expertise to handle files on granting land use right certificates; at the same time, increasing the application of software, digitizing land procedures, ensuring speedy handling and granting of land use right certificates to people in need... In addition, the staff office of the Commune People's Committee sent staff to participate in training courses on land management. From July 1 to now, the commune has sent 4 rounds of land officials to participate in training courses on handling, printing, and granting land use right certificates...; established a zalo group and regularly exchanged information to promptly resolve difficulties. With a large number of received files and limited human resources, in order to promptly handle and return results to people, the department's professional staff must often work on weekends. In the coming time, the department will continue to advise the Commune People's Committee to focus on improving the professional qualifications of the staff working in land management; Promote administrative reform, focusing on reducing the time and number of trips people have to make when contacting to resolve land procedures.
Ms. Nong Thi Nuong, Director of the Dinh Lap Area Land Registration Office Branch, said: The decentralization and delegation of authority to the commune level in granting land use right certificates for the first time helps to bring people closer to the people in land management because the records are processed locally, people do not have to travel and wait for approval at many levels. From July 1st to now, the unit has also regularly coordinated and supported communes in the old Dinh Lap district, including Thai Binh commune, to remove obstacles and difficulties in resolving, printing, and granting land use right certificates. With the active and proactive implementation of the commune government and specialized departments, the granting of land use right certificates to people in Thai Binh commune has achieved many positive results, creating favorable conditions for the people. Thai Binh is the commune that best performs the work of granting land use right certificates in the communes of the old Dinh Lap district.
It can be seen that, with the synchronous solutions deployed by the People's Committee of Thai Binh commune, the work of granting "red books" to local people has been carried out effectively and promptly. Thereby, it has both created convenience for local people and actively contributed to improving the effectiveness of State management of land in the locality.
