Bustling Bac Giang Hydropower Construction Site

- Due to heavy rain, from October 7 to 8, the tower crane system; concrete mixing station and materials of the investor of Bac Giang hydropower project (Vang Puoc), Quy Hoa commune were broken and swept away by floodwaters, causing construction activities to stagnate. To restore production, the investor directed the contractor to focus resources on repairing machinery and equipment, clearing the site, organizing construction, striving to complete the hydropower dam body in the first quarter of 2026, creating momentum for implementing the next items, putting the factory into operation in September 2027, 3 months earlier than planned.

The Bac Giang Hydropower Project (Vang Puoc), Quy Hoa Commune, was restarted at the end of the second quarter of 2025 (after more than 10 years of construction suspension). The project has a total investment of 670 billion VND, installed capacity of 14 MW, Hai Ly Construction Investment Consulting Joint Stock Company is the project investor (the investor bought the project from the end of 2024). According to the schedule, the investor committed to completing the investment and generating electricity by the end of 2027.

The project was implemented by the investor from June to October 2025 when it encountered a serious incident due to storm No. 11. The steel structure tower crane system collapsed and had to be replaced, and a concrete mixing station with a capacity of 60 m3/hour and over 200 m3 of materials such as sand and rock were swept away by floodwaters. The total damage was more than 3 billion VND.

In order to quickly restore construction activities, the investor has directed contractors to clean up the site, purchase equipment and materials, and reinstall the tower crane and concrete mixing station. Mr. Tran Duc Ly, General Director of Hai Ly Construction Investment Consulting Joint Stock Company, shared: The company has experience and is very careful in implementing construction, but due to the rapid development of natural disasters, the company could not handle it in time. To reorganize production, the company has reviewed and assessed all the damage and has a plan to reorganize production so that the project does not fall behind schedule.

Accordingly, the investor has worked with contractors, arranged additional resources to reinstall equipment, and continued to advance funds for contractors to carry out work on the construction site. At the same time, the investor has also worked with domestic and foreign contractors to implement the package of designing and manufacturing power generation equipment; coordinated with the People's Committee of Quy Hoa commune to carry out the work of clearing the reservoir area of ​​the factory.

Up to now, after more than 1 month of storms and floods, the construction work at the site has become bustling again. Mr. Nguyen Trung Van, Director and Commander of the construction package of the project under Trung Van Development Construction Company Limited, said: We have planned to work overtime, increase human resources and equipment to take advantage of favorable weather conditions to speed up construction to compensate for progress and damages caused by storms and floods. The company's goal is to complete the entire basic construction of the hydroelectric dam by the end of the first quarter of 2026, including main items such as: spillway system; energy dissipation gate; support system for lifting and lowering hydraulic equipment; factory retaining wall...

It is known that the contractor has mobilized 40 workers, 2 specialized vehicles, and nearly 100 tons of steel structure equipment to serve the construction at the site. The construction unit is urgently implementing technical measures and operating at full capacity to make up for the progress.

Mr. Hoang Thai Huy, Director of Bac Giang Hydropower Project Management Board said: Along with speeding up the construction of the dam body items, the board is also closely monitoring the quality of the items according to the design. At the same time, the board is coordinating with Quy Hoa commune to speed up the progress of counting and clearing the reservoir area with an area of ​​nearly 600 hectares, all work is being deployed very urgently to shorten the construction progress.

It is known that by the end of November 2025, the construction progress of the hydroelectric dam system has completed 65% of the contract value. The investor has disbursed more than 300 billion VND for construction items, deposits for purchasing and manufacturing factory equipment.

During the project implementation, despite facing unavoidable incidents from natural disasters, the investor and the project participants have shown determination to overcome them to speed up the project's progress, making efforts to bring the project to the finish line on time, with the goal of officially connecting to the national grid in September 2027, 3 months shorter than planned.
