After the great victory in the spring of 1975, the country entered an era of unification, innovation and development. The new context has strongly and deeply impacted the movement and development of Vietnamese literature and art, and has achieved important achievements. Following the main stream of patriotism and humanism, Vietnamese literature and art have constantly explored and innovated in content and creative methods, with many attractive, vivid and profound works. However, facing the new requirements of the times, of the era of development, the country's literature and art really need an environment and an institution that is favorable enough to promote its important role and mission.

Works of writer Minh Chuyen.
In the post-liberation literature and art scene, many famous works were born, creating a great resonance and being loved by the public, such as: the documentary "Memories of War Seen from Two Sides", "Historical Message", ... by writer Minh Chuyen... Or the works of typical writers of the writer generation such as: Nguyen Huy Thiep, Pham Thi Hoai, Bao Ninh, Nguyen Quang Lap, Ta Duy Anh, Ho Anh Thai,...
In the field of music art in recent years, there have been many talented artists with many works that have created strong appeal to the public. The most recent example is the work "Bac Bling" by Hoa Minzy. After only two weeks of release, the MV "Bac Bling" by Hoa Minzy quickly set many impressive records, holding the "throne" on the global YouTube Music chart, reaching 100 million views after only 29 days. It is worth noting that this MV not only made Vietnamese audiences crazy, but also created a wave of love from international audiences, making many foreign artists surprised by the colors of Vietnamese culture.
However, the number of valuable works of writers and artists that have been published and have had such a wide influence is not as much as expected.

"Currently, we have a large number of compositions, but very few are staged, published, and widely distributed," musician Do Hong Quan, Chairman of the Vietnam Union of Literature and Arts Associations, expressed regret when looking back at the country's literature and arts after 50 years of unification.
He believes that we are proud but also need to frankly point out the barriers in mechanisms and policies that are preventing literature and art from receiving proper support to produce "classic" works, or even if they do, they have not created a space to spread the good values of quality literary and artistic works.
Musician Do Hong Quan said: "The most important thing is to ensure the conditions, creative spaces and conditions to support the dissemination of works created by artists. For example, there must be a mechanism and policy to evaluate, promote, stage and widely disseminate. Only when literary and artistic works reach the people and the public will they have lasting value."

Hoa Minzy's "Bac Bling" not only made Vietnamese audiences crazy, but also created a wave of love from international audiences, making many foreign artists surprised by the colors of Vietnamese culture.
Agreeing with these comments, Associate Professor, Dr. Bui Hoai Son, full-time member of the National Assembly 's Committee on Culture and Society, emphasized: "Literature and art must be transformed into a cultural industry, then we can have success. There must be a suitable system of institutions, policies and laws; these laws are not only directly related to literature and art such as copyright laws, publishing laws, cinema laws or other laws, but also a system of other supportive laws: from the Tax Law, Land Law, Public-Private Partnership Law or other laws, that is, we must create a suitable legal environment, supporting the general development of our country's literature and art".
Obviously, the completion of policies and guidelines to develop literature and art in accordance with the characteristics of creativity and the requirements of the times is increasingly urgent. Mechanisms and policies play a key role in creating a favorable environment for the development of literature and art.
Ms. Dinh Thi Mai, Deputy Head of the Central Propaganda and Mass Mobilization Commission, suggested: "In the coming time, mechanisms and policies need to be put into practice and encourage and create motivation for the development of literature and art. State management agencies need to review the directives, resolutions, and circulars that we have issued to see if there are any overlaps, inappropriateness, or inadequacies compared to reality to make adjustments. On that basis, we will issue new regulations, especially focusing on implementing national target programs on culture."
Faced with new development requirements, Vietnamese literature and art need to continue to be oriented firmly and invested in strategically and systematically. Investing in literature and art is not only developing a cultural field, but also investing in the soft resources of the country, investing in human development, investing in the sustainable development of the country.
