Free 2 sessions per day from next school year

General Secretary To Lam requested the education sector and localities to prepare conditions for teaching two free sessions per day at primary and secondary schools, starting from the 2025-2026 school year.

The Party Central Committee Office has just announced the conclusion of General Secretary To Lam at the working session on April 18 with the Government and ministries and branches on the implementation of the Central Committee's resolutions on education and training; preparation of the Politburo 's resolution on educational and training breakthroughs and a number of policies to support teaching and learning.

The General Secretary agreed on the policy that primary and secondary schools should teach two sessions per day, depending on local conditions in terms of facilities, finance and teachers. This policy needs to have a step-by-step implementation roadmap, in which the State provides the main investment and encourages socialization. Schools should not collect fees for teaching two sessions per day, while at the same time, they should increase the teaching of culture and arts, reduce pressure and ensure comprehensive development of students.

The General Secretary assigned the Government to direct the Ministry of Education and Training , relevant ministries, branches, and localities to fully prepare conditions in terms of facilities, teachers, teaching programs, and educational activities so that primary and secondary schools can teach two sessions per day, improving the quality of education. Implementation time is from the 2025-2026 school year.

The country currently has 23.2 million students in general education. Of these, there are about 8.9 million primary school students and about 6.5 million secondary school students. Currently, teaching two sessions a day is mandatory for primary school and encouraged for secondary and high school.

At the meeting, the General Secretary proposed that the Government assign the Ministry of Education and Training to preside over and coordinate research and develop a project to submit to the Politburo to issue a resolution on breakthroughs in education and training development, similar to Resolution No. 57 of the Politburo on science and technology.

This resolution selects key issues and current major bottlenecks to focus on, creating clear and specific changes in the field of education and training. The deadline for completion is May.

General Secretary To Lam said that over the past time, the Party and State have always considered education and training along with science and technology as top national policies and have had many important policies and guidelines.

However, the education and training system has not yet made a breakthrough and has not met the expectations of society. Despite many national target programs, the learning and living conditions of students in remote areas, ethnic minority and mountainous areas are still very difficult, and the number of children attending school is still low.

He pointed out that the main reason is due to many bottlenecks and limitations in thinking, awareness, institutions, policies, leadership methods, direction, management mechanisms, allocation and use of resources for education and training development.

The new context of the country requires a new generation of people to develop comprehensively, with enough courage, intelligence, and health to achieve the country's two 100-year goals. The General Secretary believes that there must be strong decisions on institutions and policies to remove bottlenecks, focus investment resources to quickly modernize and improve the quality of education and training with the goal of comprehensively developing learners and creating high-quality human resources to meet the requirements of the country's breakthrough development in the new period.
