Promoting administrative reform in the health sector

To improve the effectiveness of management, administration, and medical examination and treatment, in recent times, the provincial health sector has focused on implementing many solutions to promote administrative reform associated with the application of information technology to simplify procedures and processes, and reduce inconvenience at medical examination and treatment facilities. Thereby, gradually improving the quality of care and protection of people's health, increasing patient satisfaction with medical facilities.

Implementing the Government's Project 06 on "Developing the application of population data, identification and electronic authentication to serve national digital transformation in the period of 2022-2025, with a vision to 2030", in the past time, Binh Luc District Medical Center has equipped 2 card readers so that people can quickly and conveniently receive health insurance (HI) medical examination and treatment using chip-embedded citizen identification cards (CCCD). Also in 2023, the Center has equipped an additional automatic numbering machine, helping patients get a queue number quickly and accurately. On average, the center receives 250 - 300 people for medical examination and treatment every day, of which over 80% of people use chip-embedded CCCD cards to complete procedures. Along with that, the District Medical Center also effectively uses specialized software, helping to optimize the process of medical examination and treatment management and some areas of preventive medicine.

Mr. Dinh Duy Binh, Deputy Director of Binh Luc District Medical Center shared: The center's facilities and technical infrastructure have been gradually improved, facilitating the application of information technology in management, operation, and settlement of administrative procedures (TTHC). Therefore, 100% of incoming and outgoing documents are processed in accordance with the process; 100% of outgoing documents use digital signatures; the rate of people using VNeID and chip-embedded CCCD applications to register for medical examination and treatment is increasing, creating favorable conditions for people to come for examination and treatment, shortening waiting time. The district Medical Center is also actively promoting and disseminating to people about the benefits of using the Electronic Health Book on the VNeID application, helping to reduce the paperwork that people have to bring when going for medical examination and treatment, allowing people to monitor and manage their health information for life; At the same time, it helps medical facilities share patient health data easily, thereby improving the quality of medical examination and treatment services.

Identifying administrative reform as an important task and a driving force for development, the Department of Health has focused on leading and directing implementation throughout the sector. Every year, the Department issues a plan to review and evaluate administrative procedures with the goal of effectively implementing the control of administrative procedures, shortening the time limit for handling administrative procedures compared to regulations for administrative procedures under the authority of the Department, ensuring that this activity is carried out regularly, in a systematic, public and transparent manner, creating conditions for organizations and individuals to access and implement administrative procedures; raising awareness and responsibility of civil servants and public employees in controlling administrative procedures associated with the plan to simplify administrative procedures. Currently, 100% of the Department's agencies and affiliated units apply information technology in management and operation, use official mailboxes; use digital signatures in leadership and direction on document management software; 100% of administrative procedures are handled via electronic one-stop software; The rate of digitized incoming documents received through the Document Management and Administration System/Total number of incoming documents (except for confidential documents as prescribed) reached 100%; the rate of administrative procedures meeting the conditions prescribed by law provided in the form of full-process online public services reached 100%; the rate of online payment on the Provincial Public Service Portal/National Public Service Portal over the total number of public service payment transactions reached 99.9%. In addition, the rate of administrative procedure records performed online by people and businesses reached 100%; 100% of administrative procedures under the jurisdiction of the Department of Health had their records digitized, and settlement results were on the Provincial Public Service Portal.

Through a survey on the satisfaction of individuals, organizations and businesses at the Provincial Public Administration Service Center, it was shown that 100% of organizations, individuals and businesses were satisfied with the service of the staff, civil servants and public employees of the Department of Health in handling administrative procedures...

Recently, the Department of Health has issued many documents directing units to strengthen the application of information technology, digital transformation and ensure information security in the health sector; promote the application of software, especially the development of smart health systems. Currently, 100% of units from the province to the grassroots level have been equipped with computers with internet connection, meeting the requirements of data exchange and connection with units inside and outside the sector. All medical examination and treatment facilities have effectively applied the hospital management software VNPT -HIS, internal specialized software of the sector and implemented the connection of medical examination and treatment data and health insurance payments with social insurance agencies through the electronic appraisal system.

The application of information technology in medical examination and treatment, health insurance payment and connection of drug supply facilities has been promoted to control prescriptions and sale of prescription drugs. Up to now, 100% of medical facilities have implemented health insurance medical examination and treatment using chip-embedded ID cards, ensuring the gradual replacement of personal documents on the basis of integrating and authenticating personal information and documents into the national population database; publicly and transparently posting administrative procedures for all people to know. Medical examination and treatment facilities have also made constant efforts to renovate facilities, purchase equipment, and develop specialized techniques to create conditions for people to access high-quality services.

Implementing the direction of the Provincial People's Committee on the pilot implementation of the Electronic Health Book for integration on the VNeID application from October 30, 2024, the health sector has deployed it at all hospitals and health insurance facilities; presided over and coordinated with agencies, units, and localities to review and evaluate the current status of technical infrastructure and transmission lines of affiliated units and medical facilities under the management authority of the District People's Committee to ensure the effective implementation of the VNeID Electronic Health Book. As of April 2025, the number of integrated Electronic Health Books on the VNeID application of the province reached nearly 40%. The whole sector is also focusing on implementing Electronic Medical Records, striving to have all hospitals apply Electronic Medical Records by September 2025.

With the motto of taking people and patients as the center of service, in the coming time, the health sector will continue to promote administrative procedure reform, improve the effectiveness and efficiency of handling administrative procedures in the electronic environment, creating convenience for people and businesses in the process of implementing procedures related to the health sector; maintain the reception and handling of feedback and recommendations from individuals and organizations on administrative procedures according to regulations; strengthen the application of information technology in management, operation and improve the quality of medical examination and treatment, gradually build a modern health system, bringing satisfaction, efficiency and fairness to both patients and medical staff.
