Deputy Minister of Foreign Affairs Le Thi Thu Hang, Chairwoman of the State Committee for Overseas Vietnamese, said: After more than 2 years of implementation, with the direction and close attention of leaders at all levels, the participation of the entire political system and the determination and responsibility of those working with overseas Vietnamese, Conclusion No. 12 has created very positive impacts and changes in many aspects of overseas Vietnamese affairs.

First of all, it must be affirmed that Conclusion No. 12 has further raised the awareness and concern of the whole society about the role of the overseas Vietnamese community in the cause of great solidarity, mobilizing the combined strength of the nation for the aspiration of building and developing a prosperous and happy country.

The work of overseas Vietnamese is increasingly receiving attention and participation from all levels, sectors and localities, and is considered one of the priorities of Vietnamese representative agencies abroad. Importantly, our overseas Vietnamese are very responsive and appreciative.

Conclusion No. 12 more clearly demonstrates the sentiments and responsibilities of the Party and State in caring for the Vietnamese community abroad. The spirit of “caring” and “responsibility” has truly entered life, bringing very practical and meaningful results.

The work of advising and formulating policies has achieved encouraging results. The State Committee for Overseas Vietnamese continues to coordinate with relevant agencies to review, propose amendments and improve policies related to overseas Vietnamese, in order to ensure their legitimate rights in matters of nationality, immigration, investment, property ownership, etc.

Supporting overseas Vietnamese to have a solid legal status and a stable life in the host country is of great concern. In foreign affairs activities, our leaders always ask leaders of other countries to pay attention, support, and create favorable conditions for our compatriots to live, study, and work.

Along with the work of preserving and promoting national cultural identity, the Vietnamese language is also of great concern. The project of Honoring Vietnamese Language in the Overseas Vietnamese Community, approved by the Prime Minister in August 2022, can be considered a breakthrough in this work, creating an important driving force to promote teaching and learning activities and meet the aspirations and practical needs of the community.

The work of great solidarity, mobilizing and promoting the resources of overseas Vietnamese are two areas of work that receive special attention. Activities to connect and promote overseas Vietnamese resources are implemented in many diverse forms, expanding in quantity and scale, attracting people to participate and give advice to the Government to remove difficulties and obstacles arising in the development process; advising and advising on policies to solve emerging issues in recent times such as clean energy, green economy , circular economy, high technology, innovation, etc.

Information work for overseas Vietnamese has been innovated, diversifying in content and form. With the active participation of domestic press agencies and overseas Vietnamese media in developing content on digital platforms, overseas Vietnamese can easily and quickly access objective information on all aspects of the country's situation.

With the above efforts, the belief of the overseas Vietnamese community in the development of the country and the national pride among the people are consolidated and enhanced. Our compatriots living far from the Fatherland are increasingly turning towards, proactively and actively participating in contributing to the Motherland.

In the coming time, the work of overseas Vietnamese needs to be implemented more strongly and comprehensively according to the requirements of the Resolution of the 13th Party Congress and Conclusion No. 12 of the Politburo, focusing on a number of key points.

Specifically, focus on researching, monitoring, and grasping the situation of the Vietnamese community abroad to promptly advise and recommend to the Party and State to promulgate, amend, supplement, and perfect related policies; effectively implement policies related to Vietnamese people abroad, ensuring consistency and unity from the central to local levels, from inside to outside.

In addition, raise awareness and sense of responsibility in implementing the policy of great national unity for overseas Vietnamese. Focus on advocacy work towards young overseas Vietnamese, core forces, prestigious and influential people in the community. Persistently mobilizing some overseas Vietnamese who still have prejudices so that they can feel secure towards the Fatherland, perceive and act in accordance with national and ethnic interests.

Along with that, focus on caring for and investing resources in supporting Vietnamese people abroad. Strengthen and further promote the role of Vietnamese associations abroad, so that these associations can truly be the core, have prestige, and have great influence to gather, support, and develop the community to become increasingly united, strong, and oriented towards the homeland.

Promote the mobilization of resources from overseas Vietnamese to contribute to the country's development through perfecting the mechanism for receiving, processing, responding to, applying and effectively promoting initiatives and contributions from overseas Vietnamese; increase the organization of activities, conferences and seminars to connect overseas Vietnamese businessmen and intellectuals with those in the country; promote the resources and role of overseas Vietnamese in enhancing the national position and strengthening cooperative and friendly relations between Vietnam and other countries.

Promote community support in teaching and learning Vietnamese, preserving national cultural identity. Strengthen information work for overseas Vietnamese in the direction of innovation in content and form, with wide influence in the community.
