The Prime Minister requested to accelerate digital breakthroughs to create momentum for sustainable development.

On the morning of May 17, Prime Minister Pham Minh Chinh, Head of the Government's Steering Committee on Science, Technology, Innovation, Digital Transformation and Project 06, chaired the second meeting of the Steering Committee. The Prime Minister emphasized the need to accelerate, make breakthroughs, and comprehensively innovate thinking and actions to develop science, technology, innovation, digital transformation and administrative reform.

At the meeting, the Prime Minister commended the efforts of ministries, branches and localities, especially the Ministry of National Defense in developing the defense industry, the Ministry of Public Security in implementing Project 06, and the Ministry of Science and Technology in organizing the implementation of common tasks; and acknowledged the active participation of people and businesses.

In addition, Prime Minister Pham Minh Chinh pointed out the shortcomings and limitations, such as incomplete decentralization and delegation of power; many tasks are still behind schedule and have not seen clear changes. Many ministries, branches and localities have not proactively registered their funding needs for investment and regular expenditure for science , technology, innovation, digital transformation, administrative reform and Project 06.

From there, the Prime Minister requested to innovate leadership and management methods in a scientific, professional, and modern direction with the motto "Slim apparatus - Connected data - Modern management". In particular, it is necessary to promote three digital strategic breakthroughs: digital institutions, digital infrastructure, digital human resources; increase spending on science and technology to 3% of total state budget expenditure; promote public-private cooperation; organize emulation movements "The whole country competes in innovation and digital transformation" and "Digital education for all".

Along with that, step up the review, construction, and improvement of institutions, mechanisms, and policies; ensure resources for science and technology, innovation, digital transformation, and have priority mechanisms to mobilize resources.

The Prime Minister also requested the development of a synchronous and modern digital infrastructure; ministries, localities and enterprises build their own databases, connecting them to the national database. Organize controlled testing with new technology industries and develop smart manufacturing.

At the same time, promote administrative reform, build a professional and modern administration; continue to promote the provision and improve the quality and efficiency of online public services, associated with the arrangement of administrative units; promote the implementation of Project 06.

According to the Prime Minister, Vietnam is resolutely implementing the "strategic quartet" according to the resolutions of the Politburo: Developing breakthroughs in science and technology, innovation, digital transformation (Resolution 57); international integration in the new situation (Resolution 59); innovating the work of building and enforcing laws (Resolution 66); developing the private economy as the most important driving force of the national economy (Resolution 68). At the same time, implementing the revolution of streamlining the apparatus, reorganizing administrative units at all levels and building a 2-level local government organization model, promoting decentralization and delegation of power in the spirit of whoever does the best is assigned the work.

The Prime Minister stated that science and technology, innovation and digital transformation are the foundation for sustainable development; striving for economic growth of 8% or more by 2025 and double digits in the coming years with important contributions from new growth drivers.
