Promoting economic, trade and investment cooperation between Vietnam and Peru

From April 24-26, Vietnamese Ambassador to Brazil and Peru Bui Van Nghi paid a working visit to the capital Lima to discuss measures to strengthen bilateral relations, especially promoting economic, trade and investment cooperation between Vietnam and Peru.

In Lima, Ambassador Bui Van Nghi attended and delivered the opening speech at the Vietnam-Peru Business Forum 2025, organized by the Vietnamese Embassy and the Trade Office in Brazil and Peru in coordination with the Lima Chamber of Commerce, Peru; visited and worked with leaders of the Ministry of Foreign Affairs , the Ministry of Foreign Trade and Tourism of Peru and the Lima Chamber of Commerce.

The working trip took place in the context of Vietnam and Peru celebrating the 30th anniversary of the establishment of diplomatic relations (November 14, 1994 - November 14, 2024) and after the official visit of President Luong Cuong to the Republic of Peru and attending the APEC Summit Week in Lima - an important political event that created a new milestone contributing to consolidating the good political and diplomatic relations between the two countries, promoting the expansion and improvement of cooperation efficiency in potential areas, especially bilateral economic, trade and investment cooperation.

On the afternoon of April 24, during his working trip to Peru, Ambassador Bui Van Nghi had a working session with Deputy Minister of Foreign Affairs of Peru Félix Denegri Boza.

Also attending the meeting were Ambassador Fernando Quiros, Director General for Asia and Oceania, and Ambassador Renzo F. Villa Prado, Chief of Staff, Assistant to the Deputy Minister of Foreign Affairs.

Welcoming the Ambassador's visit and work in Peru, and sending congratulations to the leaders and people of Vietnam on the preparation for the 50th anniversary of the Liberation of the South and National Reunification (April 30, 1975 - April 30, 2025), Deputy Minister Félix Denegri Boza expressed his admiration and impression of Vietnam's socio-economic achievements after 40 years of Renovation and international integration, and was pleased with the positive developments in bilateral relations, especially in the fields of economy and trade.

Mr. Félix Denegri Boza affirmed that Peru always attaches importance to and wishes to promote multi-faceted cooperation with Vietnam - an important partner in Asia-Pacific, and pledged to continue to closely coordinate with Vietnam in promoting bilateral trade, supporting businesses of the two countries to access the market, as well as promoting multi-sectoral cooperation in the coming time.

Appreciating Vietnam's growing role and prestige in the region and the world, Deputy Minister Denegri Boza welcomed Vietnam's initiatives to strengthen connectivity between ASEAN and Latin American countries.

Deputy Minister Denegri Boza also said that senior leaders, the Ministry of Foreign Affairs and other Peruvian ministries and sectors as well as the Peruvian business community that have been cooperating and doing business with Vietnam look forward to and request that Vietnam soon open a permanent diplomatic and trade representative office in the capital Lima, Peru to quickly contribute to realizing the potential for cooperation between the two countries.

At the meeting, the Ambassador expressed his gratitude for the warm and friendly reception from the host country and congratulated Deputy Minister Felix Denegri Boza on the occasion of his appointment to his new position.

Affirming that Vietnam always treasures the traditional friendship and partnership relationship that is developing strongly with Peru - Vietnam's 6th largest trade partner in Latin America and has great development potential, the Ambassador highly appreciated the results of the 3rd meeting of the Vietnam-Peru Intergovernmental Committee held at the end of March.

The Ambassador emphasized that this is an important occasion for the two countries to review the progress of cooperation, have in-depth exchanges and agree on measures to promote bilateral relations, especially in the fields of economics, trade and investment in the context of the rapidly evolving, complex and unpredictable world and regional situation, especially international trade facing great challenges, requiring countries, including Vietnam and Peru, to promptly promote bilateral relations, multilateralize and diversify economic relations, trade, supply chains, production and global consumption to continue to develop.

Both sides acknowledged the positive developments in two-way trade, which increased by 6.5% in 2024, but said that the turnover of 518 million USD is still modest compared to the potential and practical cooperation needs of the two economies, which are complementary and mutually supportive. The Ambassador suggested that the two countries should effectively utilize the CPTPP Agreement, diversify the trade structure, increase support and encouragement for businesses, and promote trade and investment.

In addition, in the current context, the Ambassador also emphasized the potential for cooperation in the fields of education, tourism training, culture-arts and people-to-people exchange between Vietnam and Peru, thereby being able to research and open direct flights as well as establish the most convenient and effective maritime transport route between the two countries, including taking advantage of the large, modern deep-water transit port of Chancay that Peru has just put into operation.

On the morning of April 25, the Vietnamese Embassy in Brazil coordinated with the Lima Chamber of Commerce to organize the Vietnam-Peru Business Forum 2025 to strengthen bilateral economic and trade relations, introduce the potential of the Vietnamese market, bilateral trade advantages and investment opportunities for Peruvian businesses.

Main discussion topics include: Vietnam's current economic landscape; export opportunities for Peruvian businesses to Vietnam; special economic zones and benefits for investors; potential Vietnamese products in the Peruvian market; success stories and business experiences.

The forum attracted the participation of many Peruvian businesses and representatives of relevant agencies and organizations.

Speaking at the Forum, Ambassador Bui Van Nghi gave an overview of Vietnam's socio-economic development, emphasizing outstanding achievements in economic growth, international integration, improvement of the investment and business environment, as well as open market policies.

The Ambassador also analyzed the potential for cooperation between Vietnam and Peru, proposing a number of priority areas such as trade, investment, agriculture, fisheries and processing industry, thereby calling on the Peruvian business community to promote connectivity and effectively exploit economic and trade cooperation opportunities with Vietnam.

After the Forum, the Ambassador had a meeting with the Director of the Lima Chamber of Commerce, Mr. Carlos García. The Ambassador proposed that the two sides continue to organize bilateral trade, investment and tourism promotion activities between the two sides in the coming time. He emphasized the role of supporting Vietnamese enterprises to explore the Peruvian market and vice versa.

On the same afternoon, Peru's Minister of Foreign Trade and Tourism, Ms. Desilú León Chempén and Deputy Minister in charge of Foreign Trade, Ms. Teresa Mera Gómez, received Ambassador Bui Van Nghi during his visit and work in Lima.

At the meeting, the two sides had an in-depth discussion on the bilateral cooperation situation in the fields of economy, trade, investment and tourism, highly appreciating the positive results achieved in recent times despite the challenges of the global economic context.

Ambassador Bui Van Nghi and the Peruvian side agreed on the great potential in economic, trade, investment and tourism relations between the two countries, and emphasized the need to further promote substantive cooperation mechanisms, diversify import and export goods, encourage businesses of both sides to increase exchanges and seek new investment opportunities.

The two sides also discussed the possibility of coordinating the organization of trade promotion activities, exhibitions, and business forums to connect the business communities of the two countries, while promoting cooperation initiatives in the tourism sector, especially thematic tourism and connecting with the two regions of South America and ASEAN such as eco-community tourism, cultural-historical tourism, heritage tourism, etc. to exploit the potential, advantages in history, culture, nature and the attractiveness of the two markets to tourists.

The two sides pledged to continue to maintain delegation exchanges at all levels, closely coordinate in removing difficulties for businesses and creating more favorable conditions for bilateral trade and investment in the coming time.

Participating in the activities of Ambassador Bui Van Nghi in Lima were representatives of the Vietnam Trade Office in Brazil, leaders and staff of the Viettel Military Industry and Telecoms Group in Peru (Bitel).

Ambassador Bui Van Nghi's working trip to Peru was a great success, contributing to enhancing mutual understanding between the business communities of the two countries, promoting bilateral economic, trade and investment cooperation in the new context, aiming to realize the exploitation of the potential for cooperation between the two countries more effectively and substantially in the future.

Ambassador Bui Van Nghi:

“Vietnam and Peru are located on two sides of the Pacific Ocean, geographically far apart, which is also a significant obstacle to the development of cooperation and exchange between the two countries. However, the two countries also have great advantages such as a long-standing and good traditional relationship, high political trust and strategic trust, along with the potential and complementary advantages of the two economies.

As the 6th largest economy in Latin America, Peru has 22 FTAs ​​with 58 countries around the world, is a member of most international and regional institutions such as: WTO, APEC, Pacific Alliance (PA), cooperative member of the Southern Common Market (MERCOSUR)...

In particular, the opening of the Chancay deep-sea port in Peru, which is expected to become the leading logistics center in Latin America, offers great opportunities to expand the import-export market between Peru and Vietnam in particular, as well as between Latin American and Asia-Pacific countries in general.

Vietnam is the 3rd largest economy in ASEAN and 32nd in the world; Top 20 in international trade and Top 15 in attracting FDI in the world, with a very open and vibrant investment and business environment, considered one of the world's "factories" for manufacturing goods.

In addition, Vietnam also has many strengths such as a geostrategic position in the region and the world, a stable political system; guaranteed security; a large population, a young, abundant, dynamic, hard-working, creative workforce, capable of absorbing new science, technology and good integration, along with the advantage of available production space and a large consumer market (including a domestic market of over 100 million people with a fairly large purchasing power and a market of nearly 6 billion consumers in 17 Free Trade Agreements (bilateral and multilateral with more than 60 countries and territories) of which Vietnam is a member.

Vietnam will always be a solid bridge for Peru to penetrate the Southeast Asian market and vice versa, Peru will be a bridge for Vietnam to penetrate the South American market.
