The Ministry of Finance has just issued a document requesting ministries, branches and localities to focus on decentralization, shortening administrative procedures and strengthening inspection and supervision in the management and handling of public assets. The goal is to ensure that the establishment of public ownership and the handling of assets are carried out transparently, in accordance with regulations and effectively.
The Ministry of Finance said that, based on Decree No. 77/2025/ND-CP dated April 1, 2025 of the Government stipulating the authority and procedures for establishing the entire people's ownership of assets and handling assets with established entire people's ownership, the Ministry has sent an official dispatch to ministries, ministerial-level agencies, government agencies and People's Committees of provinces and cities for unified implementation.
To remove practical difficulties and obstacles, simplify administrative procedures and implement the Party and State's directives on decentralization and delegation of power, the Ministry of Finance has submitted to the Government Decree No. 286/2025/ND-CP dated November 3, 2025, amending and supplementing a number of articles of decrees in the field of management and use of public assets.
These amendments mainly focus on decentralizing and delegating powers more clearly to relevant agencies and units; reducing and shortening the time to handle administrative procedures; adding regulations on the deadline for paying the amount collected from asset handling; and clarifying the responsibilities of units in handling previously pending cases.
The Ministry of Finance emphasized that the basic amendments do not create additional content beyond the guidance in Official Dispatch No. 4812/BTC-QLCS dated April 14, 2025 when implementing Decree 77/2025/ND-CP, but mainly aim to improve efficiency, transparency and be consistent with the decentralization and delegation policy of the Party and State.
Ministries, branches and localities are required to compare Decree 77/2025/ND-CP, Official Dispatch 4812/BTC-QLCS and Article 3 of Decree 286/2025/ND-CP to fully implement assigned tasks and responsibilities, including establishing public ownership, managing and handling assets, as well as handling arising practical problems.
The Ministry of Finance especially emphasizes the full dissemination and propaganda of legal regulations; reviewing, amending, supplementing, and issuing new documents under its authority; decentralizing the authority to establish and approve asset handling plans; and at the same time strengthening inspection, examination, supervision, and handling of violations in the management and handling of public assets.
