The investment project to build the Chieng Sinh - Chieng Ngan route (section Km2+327m to Km7+527m) has a main route of 5.13 km long with the starting point at Ka Lap intersection and the end point at Hip village. The route is designed with a roadbed width of 36 m. In which, the road surface on the right side of the route for cement concrete sections that have been built but are still good and in accordance with the planning will be utilized; the average road surface will be expanded by 2 m to ensure a minimum road surface width of 5.5 m with cement concrete; the old road surface locations that are severely damaged will be repaired, with an average asphalt concrete layer of 7 cm thick on top of the road surface; on the left side of the route, a new asphalt concrete road surface of 5.5 m wide will be built; the median strip and sidewalks on both sides of the road will be built according to the planning...
In addition to the main road, the project also has a branch road to Phieng Bo Tong area, 0.85 km long, with a roadbed width of 25 m. The road surface is paved with asphalt concrete; drainage works and other auxiliary items include water supply, electricity supply, power line relocation, etc.
The project has a total investment of 130 billion VND, from the provincial budget, the project implementation period is from 2024 to 2027. Before implementing the 2-level local government, the project investor was the People's Committee of Son La city; from July 1, 2025, the project was transferred to the People's Committee of Chieng Sinh ward as the investor.
Immediately after taking over the project, Chieng Sinh ward stepped up propaganda work; organized meetings with people, widely disseminated the purpose, meaning, scope, scale, current mechanisms and policies when implementing the project in the area; land recovery plan, measurement, counting of land and assets on land, procedures in site clearance work...
Mr. Lo Phong Nam, Chairman of the People's Committee of Chieng Sinh Ward, informed: During the process of propaganda for site clearance for road construction, the people highly agreed. For the main route, the total area to be recovered is 0.68 ha, the total number of affected households is 18 households, up to now, the total value has been approved with more than 9 billion VND. For the branch route, the site clearance work has been completed for 19 households and 1 residential community. The total area to be recovered is 2.245 ha, the total payment is more than 6.6 billion VND.
Implementing the Chieng Sinh - Chieng Ngan road project, Phuong village, Chieng Sinh ward has 9 households whose land is subject to land acquisition to implement the project. Currently, the households in the village have handed over the land to the construction units. Mr. Ca Van Ky, Party Cell Secretary, Head of the Ward village, shared: When knowing the information about the project to upgrade and expand the Chieng Ngan - Chieng Sinh road, everyone in the village was excited and highly agreed to hand over the land to make the road wider and more beautiful. The people hope that the road will be completed soon to make traveling and trading goods more convenient.
These days, contractors are mobilizing machinery, vehicles, and workers to speed up the construction progress of project items on the route. Mr. Nguyen Ngoc Son, Director of Quynh Ngoc Joint Stock Company, the main contractor of the route, informed: Taking advantage of the dry months, we mobilized more than 40 machines, vehicles, and over 100 engineers and workers to construct items such as: Leveling the ground, making drainage systems, median strips, asphalt concrete road surfaces... We are speeding up the progress, determined to complete by the end of June 2026, 6 months ahead of schedule.
Directly inspecting the progress of the Chieng Sinh - Chieng Ngan road project, comrade Nguyen Minh Tien, Vice Chairman of the Provincial People's Committee, requested Chieng Sinh ward to actively coordinate in propagating, mobilizing, persuading and creating consensus among households to complete the site clearance work and hand over to construction units; construction contractors to work overtime and increase shifts to speed up construction progress to ensure safety, quality and on schedule; coordinate with departments and branches to promptly resolve difficulties and obstacles, speed up disbursement of public investment capital according to completed volume...
In particular, implementing Official Dispatch No. 3235/UBND-KT dated June 23, 2025 of the Provincial People's Committee Chairman on permitting project adjustment (Adjustment and addition of lighting system; addition of trees on the route to ensure synchronous technical infrastructure and urban aesthetics), as the investor, the People's Committee of Chieng Sinh Ward has submitted to the Department of Construction for appraisal of project adjustment. The Department of Construction has issued an official dispatch requesting the investor to select a consulting unit to appraise the basic design and adjusted total investment as a basis for appraisal and requesting the Department of Industry and Trade to coordinate in appraising the project to ensure compliance with regulations. Up to now, the project has been appraised by the investor for the basic design and adjusted total investment, and has been appraised by the Department of Industry and Trade and issued appraisal results. The Department of Construction appraises the content of the lighting system and trees, synthesizes and submits to the Chairman of the Provincial People's Committee for approval of project adjustment...
