Speed ​​up the progress of digitization and standardization of land data

On the morning of October 15, Deputy Prime Minister Tran Hong Ha chaired a direct and online conference with localities on tasks and solutions to speed up the progress of building a land database.

Speaking at the conference, Deputy Prime Minister Tran Hong Ha clearly stated the tasks and responsibilities of the Ministry of Natural Resources and Environment, the Ministry of Public Security and local People's Committees in building a "correct - sufficient - clean - viable - unified - shared" land database.

To build a land database, first of all, it is necessary to clearly define the goal of collecting "correct, sufficient, clean, and live" data. To do that, it is necessary to ensure high accuracy.

Accordingly, ministries, branches and localities need to focus on speeding up progress and implementing well the professional process of collecting, updating, editing and supplementing information to review and classify land data with about 49.7 million land plots at 2,342 commune-level units.

Reporting at the conference, comrade Le Trong Yen, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, said that recently, Lam Dong province has determined to take action with many breakthrough solutions in building and operating the land database information system in the province.

Lam Dong is lacking financial resources and highly specialized human resources to implement Plan 515.

Up to now, the whole province has 37/124 communes and wards that have completed the construction of the cadastral database, put it into operation and exploitation; 71/124 communes and wards are implementing it; 16/124 communes and wards have not yet implemented it.

In addition to the achieved results, the implementation process in Lam Dong still faces some difficulties and problems that need to be resolved such as: measurement data over different periods using many different technologies and formats, leading to a lot of time spent on standardization, synchronization and conversion; lack of financial resources and highly specialized human resources...

According to Vice Chairman of the Provincial People's Committee Le Trong Yen, the locality is facing difficulties in converting land records data from 3 levels to 2 levels according to the guidance of the Ministry of Natural Resources and Environment.

Lam Dong province proposed that the Government allocate medium-term capital for the 2026-2030 period to accelerate digitalization, data standardization and training of digital transformation human resources, especially commune-level land officials and technicians.

It is known that Plan No. 515/KH-BCA-BNN&MT dated August 31, 2025 on focusing on implementing the campaign to "enrich and clean up" the national database on land (Plan 515), the program will be implemented in 90 days, from September 1 to November 30, 2025, nationwide.

Through review, Lam Dong province currently has no commune meeting the criteria of "correct - sufficient - clean - viable" land data. The whole province has 893,058 land plots that need to complete, supplement and verify information of land users and owners of attached assets; 900,335 land plots have a database but cannot be used and need to be rebuilt.
