According to forecasts, the power supply situation in the province in the coming years will face difficulties in power sources and there is a high risk of having to reduce power during the hot season of 2024. To ensure electricity supply for socio -economic development and people's lives, the Electricity sector is focusing on accelerating construction progress, putting works and projects into operation as planned, and improving the power supply capacity in the area.
PC Vinh Phuc staff regularly check and monitor the operation of the power grid system.
Vinh Phuc is supplied with electricity from the 220kV Vinh Yen transformer station (2x250MVA), Vinh Tuong (1x250MVA) and 110kV lines connecting to the power grid of Hanoi city and Phu Tho province. In the first 9 months of 2023, the Pmax of the whole province reached 860MW, an increase of 7.4% compared to 2022. The maximum capacity in the province has greatly exceeded the installed capacity of 220kV transformers in the whole province. The ratio of Pmax/S installed of 220kV transformers is up to 115% (860MW/750MVA). Commercial electricity in the first 9 months of 2023 reached 2,990 billion kWh, an increase of 5.43% over the same period.
According to the Ministry of Industry and Trade, in 2024, the North may face difficulties in supplying electricity at some points during the hot season, with a maximum power shortage of 1,770 MW, making it difficult to avoid cutting power capacity in the province.
On the other hand, in case there is no power shortage in the North, the 110kV grid in the province will also have difficulty ensuring power supply, especially in areas with concentrated industrial parks such as Binh Xuyen, Tam Dao and Tam Duong.
In fact, in Vinh Phuc, there are still 3 districts: Tam Duong, Yen Lac and Song Lo that do not have their own 110kV transformer stations; the power supply for the loads in the 3 districts is being implemented on the medium voltage line from the 110kV Lap Thach, Hoi Hop and 220kV Vinh Tuong transformer stations. Currently, these transformer stations often operate at full load, the power supply radius is far, so it cannot ensure power supply for the loads.
To ensure electricity supply for the province's socio-economic development, the Provincial People's Committee has recently issued documents directing the supply of electricity in the area, responding to the power shortage situation. Departments, branches and localities have paid attention to organizing many conferences, issuing many documents to remove difficulties and obstacles in planning, route direction, land use conversion, compensation and site clearance to speed up the construction progress of power projects.
The electricity industry has also been focusing on accelerating the progress and energizing projects according to the set plan. In the first 9 months of 2023, the Northern Power Corporation (EVNNPC) energized and put into operation the 110kV Ba Thien 110kV transformer station and branch; installed the T2 transformer of the Ba Thien 110kV transformer station; the Dong Soc 110kV transmission line and transformer station; installed the T2 transformer of the Tam Dao 110kV transformer station, so the 110kV transformers have not been overloaded.
Currently, Vietnam Electricity Group and its member units are implementing 7 power source projects (220kV, 500kV) to supply electricity to the load in the province; 23 110kV grid projects, of which 15 projects are under construction and 8 projects are preparing for investment.
However, in the process of implementing some power projects, there are still many difficulties and the implementation is slower than planned, including particularly important projects that affect the operational safety and reliability of the province's power supply such as the 220kV Viet Tri - Tam Duong - Ba Thien line and 220kV Ba Thien substation; the 500kV Vinh Yen station and connecting lines; the 110kV Tam Duong line and substation; the 110kV Lap Thach - Tam Duong line project, etc.
The reason for the slow progress of power projects is that investors have not been really close and flexible in the project implementation process; departments and localities in the province have not really cared, supported, focused and determined in solving difficulties and problems in the process of investing in power projects.
In particular, in some localities, although the Provincial People's Committee has directed many times, compensation and site clearance work has not been completed, causing delays in construction progress.
To meet the capacity of electricity transmission and distribution to ensure supply for socio-economic development, in the coming time, investors of power projects need to be more proactive and flexible in the construction process, especially in compensation and site clearance.
Strengthen support and coordination between departments, branches, Vietnam Electricity Group, and member units to promptly resolve difficulties and problems during the implementation process to speed up progress and promptly energize and operate projects and power grids, especially projects/project clusters identified by the Department of Industry and Trade as important and urgent projects directly related to electricity supply in 2024.
