Delegate Ma Thi Thuy emphasized that the draft law presented this time has basically absorbed many opinions of National Assembly deputies at the previous session, in which the content that the deputies participated in speaking about last time has been partially absorbed.

Delegate Ma Thi Thuy continued to request the drafting committee to consider the issue of social pension benefits, regarding the level of social pension benefits that do not ensure social security principles because they are only benefits for the elderly transferred from the Law on the Elderly.

Thus, it will not ensure the minimum standard of living or if it is close to the minimum standard of living, it will not ensure the life of the elderly. The delegate suggested that the Government should consider more carefully and evaluate the report more clearly so that the National Assembly can consider and decide.

Regarding compulsory social insurance, the delegate said that Clause 6, Article 3 of the draft law stipulates that participation in compulsory social insurance for other subjects, with regular stable income, is decided by the National Assembly Standing Committee in accordance with the socio -economic development conditions of each period.

However, according to the delegate, currently, many subjects with stable income such as technology workers (Grap, Shipper, online sales...) account for a large number. Currently, the Government has not yet had a timely solution to make this group of workers participate in compulsory social insurance. The delegate proposed to stipulate in the draft law the application of compulsory social insurance for some groups of technology workers: Grap; Shipper..., at the same time, assign the Government to specify this Article in detail.

The delegates suggested that the Government should consider removing the regulation on the lowest pension level stipulated in Clause 5, Article 56 of the 2014 Law. The regulation of the new lowest pension level has a basis for assessing the level of life assurance for retired workers.

Delegates also suggested that there should be control over spending, especially on spending norms for job service center activities, spending on facilities, and social insurance and unemployment insurance activities for organizations outside the social insurance sector, which are very vulnerable to abuse.

At the same time, it is recommended that the National Assembly consider passing this bill, and should pass it after salary reform. That is, it should be passed at the 8th session in October-November 2024 instead of passing it at the 7th session this May, in order to have time to review and adjust it appropriately with the salary reform policy.
