Deeply aware of the Party's viewpoint on Directive No. 19-CT/TW "Strengthening the Party's leadership in vocational training for rural workers", in recent years, Thai Nguyen province has actively and proactively implemented policies on vocational training for workers in ethnic minority and mountainous areas, thereby improving their lives and sustainably reducing poverty.

In particular, implementing the National Target Program on Socio -Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2030 period, from 2021-2025, the province has effectively implemented Sub-project 3 "Project on developing vocational education and employment for workers in ethnic minority and mountainous areas" under Project 5 "Developing education and training to improve the quality of human resources". Thanks to that, many people have had new jobs to escape poverty and stabilize their lives.

Mr. Chu Van Ngoan, a Nung ethnic, in La Dum hamlet, Van Han commune, after participating in a tea processing vocational training class (in 2023) organized by the Center for Vocational Education - Continuing Education of Dong Hy district (old), rebuilt the intensive farming and closed processing process to increase the value of dry tea products from 120,000 VND to over 200,000 VND/kg. Thanks to training in science and technology on intensive farming, tea processing combined with forest care, his family has effectively applied it to production. With 2 hectares of forest and over 1 hectare of tea, in 2024 his family had an income of nearly 160 million VND. This result has inspired dozens of ethnic minority households in the locality to escape poverty and become rich.

Similar to Mr. Ngoan, Ms. Trieu Thi Diep, a Nung ethnic, in Vuc Giang hamlet, Tan Thanh commune, participated in a nearly 3-month chicken raising training course organized by the Agricultural Service Center of Phu Binh district (old). With the knowledge she gained, she boldly developed hill chicken farming to increase her income. Ms. Diep shared: “My first batch of chickens had a scale of 1,000 chickens. Thanks to applying the techniques learned in practice, my chickens grew and developed well. After 4 months of care, each chicken weighed an average of 2.2 kg. With a selling price of 73,000 VND/kg, I earned a profit of more than 15 million VND.”

Mr. Tran Van Ho, one of the most prestigious people in the ethnic minority area of Lan Quan hamlet, Quang Son commune, has encouraged people to participate in a training class on raising and treating chickens (organized in early 2024). Up to now, more than 30 students after graduating from intermediate level have been able to control diseases themselves, distinguish disease prevention drugs, and effective doses for chicken injections.

After nearly a year of applying the knowledge they learned, each student's household had over 100 commercial chickens to sell according to orders during the recent Tet holiday. From this result, Mr. Ho and some families in the neighborhood have expanded their livestock farming scale to have a larger income.

Not only Mr. Chu Van Ngoan, Ms. Trieu Thi Diep, Mr. Tran Van Ho, thousands of ethnic minority and mountainous people in Thai Nguyen province have attended short-term vocational training courses but have brought long-term results. The main trained occupations are processing green tea, black tea, raising and preventing diseases for animals, food processing techniques...

To suit learners and promote effectiveness in practice, Vocational Education - Continuing Education Centers have surveyed and grasped the actual needs of people, ensuring that vocational training attracts enough and right subjects. Vocational training classes are organized at cultural houses in residential areas, model plots are built right at the learners' families, based on the principle of taking typical examples and replicating the model.

For agricultural occupations, most students have available land and livestock, so after completing their studies, they can apply them right at home. For non-agricultural occupations, the centers have brought teachers and teaching and practice equipment to commune centers, creating conditions for students to study fully and not have to pay extra travel and temporary accommodation costs far from home. In distributing vocational training programs, the centers will design over 40% of the time for practice and practice as soon as they learn in the form of "hand-holding and passing on the profession" so that students can master the profession as quickly as possible.

The above results show that short-term vocational training in ethnic minority and mountainous areas of Thai Nguyen is on the right track, creating substantial changes in people's lives. When each student has a new job, they not only increase their income and escape poverty sustainably, but also become the nucleus to spread the spirit of self-reliance and self-reliance in the community. This is also a clear demonstration of the effectiveness of vocational training policies associated with the National Target Program, contributing to the development of ethnic minority and mountainous areas to develop comprehensively, stably and sustainably in the new period.

According to data from the Department of Ethnic Minorities and Religions of Thai Nguyen province, out of a total of 452,302 ethnic minority workers, 262,603 have received appropriate vocational training, accounting for 58.06% of the total number of ethnic minority workers. From 2021, the number of ethnic minority workers with jobs will be 375,773, and in 2025, the number of ethnic minority workers with jobs will be 406,497. In the period 2021-2025, the labor structure is shifting in a positive direction, gradually reducing dependence on agriculture, increasing the proportion of industry - construction, services, and tourism. Female workers account for a significant proportion in all industries and fields.
