
On the morning of October 31, at the working session of the 10th session of the 15th National Assembly , reporting on the review of the draft Law on Cyber Security, Chairman of the National Assembly's Committee on National Defense, Security and Foreign Affairs, Senior Lieutenant General Le Tan Toi said that, in addition to basically agreeing with the adjusted contents in the draft law, the review agency proposed to review to avoid duplication with regulations on data security, information security, standards, and related technical regulations that have been stipulated in the Law on Data, Law on Personal Data Protection, Law on Telecommunications and other laws on information technology.

The inspection agency also proposed to review and supplement all prohibited acts, especially acts of using artificial intelligence to create, edit, and spread false information, fake identities to slander, defraud, and harm national security and social order; and proposed not to re-regulate acts already in the Penal Code.
Regarding the prevention and handling of cyber security violations, the Chairman of the National Assembly's Committee on National Defense, Security and Foreign Affairs suggested that, in addition to protecting children, it is necessary to add protection objects such as vulnerable people such as the elderly, people who have lost or have limited civil capacity; proposed to add regulations to prevent, stop and promptly handle acts of using artificial intelligence to simulate faces to defraud, defame, and impersonate the identities of famous people or their relatives.

In the field of business of cyber security products and services, Chairman of the National Assembly's Committee on National Defense, Security and Foreign Affairs Le Tan Toi proposed to carefully review specific content to switch from "pre-inspection" to "post-inspection" on the basis of meeting standards and regulations on cyber security (except for special cases) to minimize legal compliance costs and increase flexibility; proposed to minimize administrative procedures, eliminate regulations on conditions for licensing business of cyber security products and services and practice certificates or only stipulate the framework and then assign the Government to specify details.
Previously, according to the report submitted by Minister of Public Security Luong Tam Quang to the National Assembly, the draft Law on Cyber Security consists of 9 chapters and 58 articles, including 30 provisions inherited from the 2018 Law on Cyber Security, 16 provisions inherited from the 2015 Law on Network Information Security; 9 consolidated provisions and 3 new provisions added.
The amended and supplemented regulations focus on the following issues: regulations on ensuring data security; additional regulations on responsibility for identifying IP addresses and providing them to specialized forces for protecting network security; additional regulations on funding for protecting network security of state agencies, organizations, enterprises, and political organizations; additional regulations on encouraging the use of Vietnamese security industry products and services; additional regulations on granting network security certificates.
