Proposal to supplement fire prevention regulations for high-rise apartments

On the morning of November 1, at the National Assembly House, continuing the 8th Session, under the chairmanship of National Assembly Chairman Tran Thanh Man , the National Assembly discussed in the hall a number of contents with different opinions of the draft Law on Fire Prevention and Fighting (PCCC) and Rescue and Search and Rescue (CNCH).

Many old apartments have potential fire and explosion risks.

Expressing his views on some controversial contents of the draft Law on Fire Prevention, Fire Fighting and Rescue, delegate Vu Hong Luyen ( Hung Yen Delegation) proposed to add fire prevention regulations for high-rise apartments. Because many high-rise apartments have been in use for a long time, the infrastructure is degraded, posing a potential risk of fire and explosion...

According to delegate Vu Hong Luyen, high-rise apartments are densely populated areas with high risk of fire and explosion. Many high-rise apartments were built a long time ago, and during use, the technical system was damaged or repaired, leading to the work of fire prevention, fire fighting, rescue and relief no longer being guaranteed.

With the above argument, delegate Vu Hong Luyen said that there should be regulations on the traffic system leading to high-rise apartment buildings to ensure at least that specialized fire prevention, firefighting, rescue and emergency vehicles can access when a fire or explosion occurs to minimize damage to people and property.

In addition, escape skills are a particularly important basic skill for people in any fire. In order to protect themselves and those around them, reduce casualties, and coordinate well with rescue forces when fires and explosions occur, delegate Vu Hong Luyen suggested that the drafting agency study and supplement more detailed and specific regulations on escape skills.

Delegate Nguyen Lam Thanh ( Thai Nguyen Delegation) also raised the issue of fires that often occur in houses in small alleys and high-rise apartments. The delegate acknowledged that with current fire-fighting equipment, it is very difficult to access and extinguish fires from the 18th floor and above. The delegate suggested that more research should be done on the water source for firefighting in these areas.

“Currently, we are only accessing a separate water source from ponds, rivers, and lakes for fire fighting. Meanwhile, we have not yet accessed a very important water source from families from top to bottom to handle the fire fighting issue flexibly and promptly,” the delegate stated.

Regarding fire prevention for houses, delegate Nguyen Lam Thanh said that current apartment buildings should arrange a water tank or a system of water taps, pipes, spray nozzles, etc. to handle fire incidents. At the same time, it is necessary to exploit water sources from existing households, arrange additional backup water taps and spray nozzles for timely handling.

Participating in the discussion session, delegate Do Ngoc Thinh (Khanh Hoa delegation) emphasized that in fire prevention and fighting, fire prevention plays a particularly important role. The delegate said that the draft Law needs to clearly define the responsibilities of heads of agencies, organizations, and households in fire prevention, directly in the design and use of electricity in agencies, organizations, and households.

The delegate said that Article 7 of the draft Law stipulates the responsibilities of agencies, organizations, households, and individuals in fire prevention, fire fighting, rescue, and relief activities. However, this article has not yet clearly stated the responsibilities of the heads of agencies, organizations, and households. The delegate suggested adding the following content: The heads of agencies, organizations, and households must bear the primary responsibility for fire prevention in case of a fire occurring at their agencies, organizations, or households.

According to the delegate, the bill has provisions on fire prevention in the installation and use of electricity, however, it does not clearly state the safety equipment system in the use of electricity for daily life as well as production and business, but only states general conditions for fire prevention and safety.

"It is necessary to clarify that each electrical device must have a fuse system so that when a fire occurs, the fuse will automatically cut off the power source, not causing fires in other devices and equipment," the delegate suggested./.
