According to information from the Department of Agriculture and Environment of Quang Tri province, the department has just issued a document requesting clarification of the cause and assigning responsibility to the units related to the project of the anti-erosion embankment system in My Thuy village, Hai An commune, Hai Lang district, which has just been put into use for a short time and has been seriously damaged.

Accordingly, the Department of Agriculture and Environment requested the People's Committee of Hai Lang district to review, inspect, and evaluate the construction investment process from the design, appraisal, quality supervision, construction, management, and use stages... thereby determining the cause of damage and the responsibilities of the parties involved.
At the same time, direct relevant units to make plans and have solutions to promptly handle and repair the damage to the My Thuy village anti-erosion embankment system before the 2025 storm season; synthesize the report and send it to the Department of Agriculture and Environment before April 11, 2025.
Previously, Quang Tri newspaper published on April 1, 2025 published an article "Anti-erosion embankment severely eroded in Hai An commune" reflecting: the My Thuy village anti-erosion embankment system project started construction on July 10, 2023, completed and put into use in September 2023. This project is 307.78 m long, with a total investment of more than 3.3 billion VND, invested by the People's Committee of Hai An commune.
The project had not been put into use for long when, after the flood in 2024, many places on this embankment section subsided heavily, the concrete embankment roof slid into pieces, was pulled down to the water's edge, revealing the soil layer inside.
In addition, the concrete tie rod system on the surface and bottom of the embankment was also displaced, pulled down into the canal, in some places the landslide was 0.5 - 1 m from the road surface. The concrete sewer system, which was designed to withstand water pressure at the foot of the embankment, was also damaged, many concrete pipes were detached, lying haphazardly in the middle of the canal. The severe landslide situation of the project has directly threatened the safety of some houses and dozens of aquaculture ponds in the area.
