This morning, the National Assembly discussed in groups the investment policy for the Gia Binh international airport construction project.
The airport will be invested with level 4F according to the standards of the International Civil Aviation Organization; meeting the exploitation needs of about 30 million passengers/year and 1.6 million tons of cargo/year by 2030; about 50 million passengers/year and 2.5 million tons of cargo/year by 2050.
The project is expected to use more than 1,800 hectares of land, including nearly 125 hectares of security land, more than 327 hectares of public land, more than 169 hectares of residential land...; affecting about 7,100 households (of which about 5,800 households are expected to be resettled) and 118 organizations.
The total investment capital of Gia Binh airport is about 196,378 billion VND. Of which, phase 1 is about 141,236 billion VND, phase 2 is about 55,142 billion VND.

Supporting the policy, delegate Ta Van Ha ( Da Nang ) assessed that this is the right decision, not only serving air transport but also creating momentum for the development of the capital region. The construction of Gia Binh airport not only shares the overloaded Noi Bai airport but also serves international transport, ensuring national defense and security tasks.
With a planning area of nearly 2,000 hectares and an additional 15,000 hectares for satellite areas to develop the socio -economic development of the capital region, the construction of Gia Binh airport will open a new market for Vietnamese aviation and at the same time encourage private investors to participate.
However, delegates said that the project implementation period from 2026 to 2050 is "a bit long"; the first phase is expected to be implemented from 2026-2030 to reach a capacity of 30 million passengers and 1.6 million tons of cargo per year, which is appropriate, but the second phase does not necessarily last until 2050.
Delegate Ta Van Ha suggested that project investment must be faster, progress must be more urgent and focused so that Gia Binh airport can become a 5-star airport.
Regarding the site clearance, Mr. Ha said that it is necessary to study a specific mechanism for the project, because the area where the airport is being built is Kinh Bac - where "every inch of land, every roof" is imbued with cultural and historical values. People are willing to sacrifice and support this great policy, so when implementing it, there needs to be appropriate behavior and policies.
In addition, the delegate also suggested paying attention to about 6,000 households that do not have red books but have actually lived stably for many years.
Delegate Nguyen Thi Yen (HCMC) highly appreciated the urgency and strategic significance of the project in solving the serious overload situation at Noi Bai airport.
However, she suggested that the drafting agency clarify the 43km distance between Noi Bai airport and Gia Binh airport, similar to the distance between Long Thanh and Tan Son Nhat (40km), to assess the possibility of sharing the air route, saving costs for expanding airspace and flight control infrastructure.
The project started on August 19 and has so far cleared land for about 700 out of 1,900 households. According to Ms. Yen, this is a positive sign for ensuring progress. However, delegates suggested that it is necessary to clearly state in the project dossier submitted to the National Assembly whether to separate the land clearance into component projects to speed up progress, according to regulations for group A projects or not.
Regarding support for people whose land has been recovered, delegates said that in addition to compensation and resettlement support, attention should be paid to career conversion plans to ensure sustainable livelihoods, especially for thousands of households living on agriculture.

Delegate Pham Van Thinh (Vice Chairman of Bac Ninh Provincial People's Committee) proposed to consider applying special mechanisms to two relics located on the project of the road connecting Hanoi to Gia Binh airport.
The draft resolution allows the relocation of 25 religious and cultural structures recognized as relics out of the airport project area. However, during the implementation process, another important project has arisen directly related to this project, which is the road connecting Hanoi to Gia Binh airport. This road passes through two relics in Bac Ninh province.
Therefore, he suggested that in the draft resolution, the National Assembly and the Government could consider applying the same mechanism to relocate the 25 mentioned works to ensure consistency.
“If there is an airport, there must be roads. If there is only an airport but no connecting roads, it is not reasonable,” Mr. Thinh said.
