However, according to statistics in March 2024, there are still about 300,000 households living in temporary and dilapidated houses nationwide, many households have no place to live. Faced with this reality, Prime Minister Pham Minh Chinh has repeatedly emphasized: 2025 is the year to celebrate the 95th anniversary of the founding of the Party, the 50th anniversary of the liberation of the South, the reunification of the country, the 80th anniversary of National Day, it is impossible to let people have no place to live or live in temporary and dilapidated houses.
With the determination to soon realize the desire to bring warm homes to the poor and disadvantaged and realize the policy in Resolution 42 of the Party, the Prime Minister has resolutely directed and launched a movement to join hands to eliminate temporary and dilapidated houses nationwide in 2025 with the motto "leaving no one behind", determined to strive to achieve this goal by the end of 2025, 5 years earlier than the goal of Resolution 42.
Responding to the Prime Minister's call, the entire political system has actively participated and achieved many important results. Since the program was launched, the whole country has supported more than 125,000 houses for poor and near-poor households; more than 26,300 houses for meritorious people and more than 51,400 houses from national target programs. Up to this point, the whole country has had 20/63 provinces and cities achieving the criteria of no more temporary or dilapidated houses.
In Quang Tri, the local need to eliminate temporary and dilapidated houses from August 2024 to December 31, 2025 has a total of 7,663 households in need of housing support in the whole province, including 4,460 newly built households and 3,203 repaired households. The goal of completing the elimination of temporary and dilapidated houses for the Temporary and Dilapidated House Elimination Program and the Housing Support Project for households with meritorious services to the revolution and relatives of martyrs in the province is to strive to basically complete before June 30, 2025 (the previous goal was August 30, 2025).
Results of the program to eliminate temporary and dilapidated houses in the area from the launch to May 19, 2025: Housing support for people with revolutionary contributions and relatives of martyrs, the number of newly built houses is 286/342 (55 completed; 231 in progress); the number of repaired houses is 1,506/2,032 (1,286 completed; 220 in progress). Regarding housing support under the Program to eliminate temporary and dilapidated houses, the number of newly built houses is 3,982/4,118 (2,096 completed; 1,896 in progress); the number of repaired houses is 463/1,171 (119 completed; 344 in progress).
The program to eliminate temporary and dilapidated houses in the province has received direct attention and direction from the Central Steering Committee for Eliminating Temporary and Dilapidated Houses, the Standing Committee of the Provincial Party Committee, the coordination of the Provincial People's Committee and agencies, units, and the drastic participation of Party committees and local authorities, so the program's implementation has been urgent and timely. The province has received direct attention and support from a number of ministries and enterprises, along with mobilized funds in the area, so it has basic resources to be able to implement it soon.
However, the program also encountered difficulties and obstacles, such as the inconvenient transportation in many mountainous communes, affecting the transportation of construction materials. The central budget to support the construction of houses for families of people with revolutionary contributions and relatives of martyrs has not been allocated, so there is a risk of delay in the construction and completion progress. Most of the supported households have difficult economic conditions and do not have additional resources from their families.
Therefore, the province really needs attention from the central government, which is to soon allocate capital to support housing for people with revolutionary contributions and martyrs according to regulations (81.48 billion VND); allocate funds to complete the program from the announced source of support for the province (10 billion VND) at the launching ceremony of the emulation movement nationwide to join hands to eliminate temporary and dilapidated houses on April 13, 2024.
On the provincial side, the Standing Committee of the Provincial Steering Committee for Eliminating Temporary and Dilapidated Houses requested the steering committees of districts, towns and cities to launch a 30-day peak period to support the construction and repair of houses for policy households, poor and near-poor households; focus on disbursing budget capital and mobilized sources, promptly handing over support sources to households in cases of self-construction and to contractors to build houses according to the implementation progress; the support for construction and repair costs is implemented simultaneously with the completion of documents to ensure construction progress, not waiting until the documents are completed to carry out procedures for financial support.
