BHG - The resolutions of the Provincial People's Council, when issued, have promptly institutionalized the Party's guidelines, the State's policies and laws, closely followed the practical situation, ensured compliance with legal regulations, high feasibility, and become an important legal basis for all levels and sectors to organize implementation. Many resolutions not only solve "hot" issues and "bottlenecks" covering many areas of interest to voters, but also create a driving force to promote the comprehensive development of the province.

"Salvation" of the orange region

That is the affirmation of Deputy Director of the Department of Agriculture and Rural Development, Vu Van Hieu, when talking about Resolution 58 of the Provincial People's Council on special policies to support the development of household garden economy and sustainable development of Sanh orange trees in the province, period 2021 - 2025.

Effective use of preferential loans helps Mr. Hoang Quyet Thang (the first person), Vinh Hao commune (Bac Quang) improve the quality of Sanh oranges.

The Sanh orange is grown in three districts: Bac Quang, Quang Binh and Vi Xuyen, and has built a brand and geographical indication. The 2020-2021 crop year marked the golden age of the Sanh orange tree with a total area of more than 7,000 hectares, with an average yield of 119 quintals/ha. In the structure of citrus fruit trees, Sanh orange is the main crop, accounting for 82.4% of the total citrus fruit area in the province. The actual production value obtained from Sanh orange is up to several hundred billion VND/year, helping many gardeners escape poverty sustainably. However, from the end of 2021 until now, Sanh orange has yellow leaves and dry branch tips with a total area of up to more than 3,200 hectares/3,657 households. Of which, more than 1,000 hectares of oranges have level III degradation that cannot be overcome; over 1,200 hectares of level II degradation are difficult to overcome; Nearly 1,000 hectares remain at level I degradation, but the trees grow and develop poorly. This not only causes the orange acreage to decline rapidly from more than 7,000 hectares to nearly 3,800 hectares, but also causes great economic damage.

In that difficult context, Resolution 58 of the Provincial People's Council came into effect, becoming the "salvation" of the orange growing area with the core value of improving the quality and sustainable development of Sanh orange trees in the spirit of Resolution 04, dated December 1, 2020 of the Provincial Party Committee. Director of the Provincial Social Policy Bank, Le Tuan Quang, said: From 2021 to now, the Provincial People's Committee has entrusted the Provincial Social Policy Bank with more than 109.6 billion VND to implement special policies according to Resolution 58 of the Provincial People's Council. Of which, 225 households/9 communes were disbursed nearly 22.3 billion VND to invest in intensive cultivation and improve the quality of 381 hectares of Sanh oranges.

Mr. Hoang Quyet Thang, Vinh Hao commune (Bac Quang) shared: Applying substandard orange growing techniques; not ensuring nutrition for trees (due to lack of capital or little attention) is one of the main causes of the decline in area and quality of oranges. My family has 8 hectares of Sanh oranges, of which 5 hectares have yellow leaves and dry branch tips; the remaining 3 hectares are basically disease-free. Explaining this, Mr. Thang said: "In 2021, my family was able to access a loan of 180 million VND from Resolution 58 of the Provincial People's Council with a preferential interest rate of 0% for a period of 36 months to invest in intensive cultivation and improve the quality of 3 hectares of Sanh oranges. Therefore, 3/8 hectares of my Sanh oranges are disease-free."

According to the assessment of the professional agency: Resolution 58 coming into life has been creating a push for the sustainable development of Sanh oranges, worthy of being a key crop in the restructuring of the province's agricultural sector, a tree that enriches the people. In fact, the income from gardens that have invested in improving the quality of Sanh oranges has increased 2-3 times compared to before the investment, reaching an income of 82-115 million VND/ha. Not only that, the area of Sanh oranges that have borrowed capital to invest in improving the quality has grown and developed well, the fruit appearance is beautiful and uniform; the rate of scarred, ulcerated, rough fruits has decreased, the rate of grade I oranges has reached 80%, the sweetness has been increased, reaching an average of 10.15%.

The main road is open

To concretize the Party and State's policy on implementing the national key project Tuyen Quang - Ha Giang Expressway; on March 22, 2022, the Provincial People's Council promptly issued Resolution 06 approving the investment policy of the Tuyen Quang - Ha Giang Expressway Project (phase 1), the section passing through Ha Giang province and approving the adjustment of the investment policy in Resolution 30, dated August 25, 2022. Accordingly, in phase 1, the expressway has a length of 27.48 km, a scale of 4 lanes, passing through 6 communes and towns of Bac Quang district; the total investment is nearly 3,200 billion VND.

Vice Chairman of Bac Quang District People's Committee, Nguyen Dam Thuyen said: The whole district has 759 families, individuals and organizations whose land and assets on land are subject to land recovery to implement the Tuyen Quang - Ha Giang Expressway Project with a total area of over 2.2 km2. To contribute to bringing Resolution 06 of the Provincial People's Council into life soon, Bac Quang District has mobilized the participation of the entire political system to carry out compensation, resettlement support and site clearance. Up to now, nearly 25.5 km (92.65%) of the route has been handed over to the investor. Mr. Nguyen Ngoc Dao, Quang Minh Commune could not hide his joy: "Seeing the construction site bustling with the sound of machines day and night, we are very excited. The dream of a large road for many generations has now been opened! To contribute to the completion of this project with all levels and sectors, we have actively coordinated to carry out the site handover work so that the construction unit can proceed smoothly".

In order for the resolution to be effectively implemented, on October 3, 2023, the Provincial People's Council issued Resolution 07 establishing a specialized monitoring team on the implementation of the Resolution of the Provincial People's Council on approving the investment policy of the Tuyen Quang - Ha Giang Expressway Project (phase 1), the section passing through Ha Giang province. On that basis, the Provincial Traffic Construction Investment Project Management Board and the People's Committee of Bac Quang district were supervised. The monitoring content focused on the implementation of the Provincial People's Council Resolution related to: Investment policy; land recovery, conversion of forest use purposes to other purposes to implement the Tuyen Quang - Ha Giang Expressway Project. Thereby, the monitoring team objectively assessed the results and progress of the Tuyen Quang - Ha Giang Expressway Project; promptly handled difficulties and problems in project implementation under its authority and proposed solutions for issues beyond its authority to ensure effective implementation of policies, laws and resolutions of the Provincial People's Council.

With the high determination of the entire political system and the consensus of the people, Resolution 06 of the Provincial People's Council is being effectively implemented in practice. This is also an important premise for our province to realize the goal of building the Tuyen Quang - Ha Giang expressway, creating an economic development corridor from the center of Hanoi along the Noi Bai - Lao Cai expressway connecting with the Tuyen Quang - Phu Tho expressway to Thanh Thuy International Border Gate (Ha Giang); meeting the increasing demand for travel and freight transport, solving the bottleneck of inter-regional and intra-regional traffic between the two provinces of Tuyen Quang and Ha Giang. At the same time, opening a turning point in promoting socio-economic development associated with ensuring national defense and security and moving towards comprehensive cooperation between Vietnam and China.

It can be affirmed that the above resolutions of the Provincial People's Council are only a small slice of the overall picture of the feasibility and effectiveness in issuing important decisions of the elected body. However, this is also a vivid demonstration of the quality, effectiveness and efficiency of the Provincial People's Council's operations; affirming the role and position of the State power agency in the locality, representing the will, aspirations and mastery of the people of all ethnic groups in the province. Thereby, contributing significantly to the socio-economic development, maintaining national defense and security in the northernmost part of the Fatherland.
