The Ministry of Public Security is drafting a Decree regulating the signals of priority vehicles, proposing 7 types of vehicles to be equipped with priority signals.

1. Propose 07 types of vehicles to be installed with priority signals

Accordingly, the subjects that are allowed to install and use vehicle signaling devices with priority include:

Fire truck on duty.

- Military vehicles on emergency missions, including:

+ Military vehicles performing fire fighting, rescue, combat command, urgent information missions, marching group command, military control missions, military vehicle inspection, and convoy protection;

+ Vehicles performing the tasks of arresting, searching or conducting investigation activities, escorting criminals, prisoners, participating in preventing and combating terrorism.

- Police vehicles on emergency missions, including:

+ Vehicles performing rescue missions; vehicles performing arrest, search or investigation activities, escorting criminals, prisoners, fighting protests, riots, dispersing crowds that disturb public order;

+ Vehicles on patrol and traffic control duty;

+ Vehicles on Guard duty;

+ Anti-terrorist command vehicle;

+ Information vehicle on urgent mission; command vehicle of marching convoy.

- Traffic police car leading the way.

- An ambulance on emergency duty is a vehicle that is transporting an emergency patient or picking up an emergency patient.

- Dike protection vehicles on duty, vehicles on duty to respond to incidents, natural disasters, and epidemics.

- Vehicles on duty in emergency situations as prescribed by law, including:

+ Vehicles serving the Steering Committees to help the Prime Minister implement the Resolution of the National Assembly Standing Committee or the Order of the President declaring a state of emergency;

+ Vehicles serving rescue, medical, environmental protection, agricultural forces and other forces mobilized by the Steering Committee to implement special measures in emergency situations.

Currently, according to Decree 109/2009/ND-CP, vehicles equipped with priority signals include: Fire trucks on duty, military vehicles, police vehicles on emergency duty, traffic police vehicles leading the way, ambulances on emergency duty, dyke protection vehicles, vehicles on duty to deal with natural disasters, epidemics, vehicles on duty in emergency situations as prescribed by law.

2. Proposed prohibited behaviors when installing priority signals

- Priority vehicles but install and use horns, flags, and priority signal lights that are not of the correct type, in the wrong location, or not fully installed according to the provisions of this Decree.

- Priority vehicles use priority signals when not on duty or take advantage of priority signals to commit illegal acts.

- Vehicles on duty in an emergency situation as prescribed by law must use priority signals when a state of emergency has not been declared and must apply special measures in an emergency situation.

- Drivers of priority vehicles who use priority signals cause traffic insecurity for other traffic participants, affect security and order, and do not comply with traffic controllers' commands.

- Road motor vehicles that are not subject to priority but install or use horns, flags, priority signal lights or install similar devices that cause confusion to other traffic participants.
