The Cat Lai Ferry Bridge Replacement Project has 4 component projects.
Among the bridge construction projects connecting Dong Nai with Ho Chi Minh City, the Cat Lai Ferry Replacement Bridge Project (Cat Lai Bridge) is one of the long-awaited projects.
In a document signed by Chairman of the Provincial People's Committee Vo Tan Duc and sent to the Chairman of the Ho Chi Minh City People's Committee, the Provincial People's Committee said that the construction location of Cat Lai Bridge has been agreed upon by the Ho Chi Minh City People's Committee. Accordingly, the project has a starting point on Nguyen Thi Dinh Street, about 400m from My Thuy intersection; the end point of the project connects to Ben Luc - Long Thanh Expressway in Nhon Trach District. According to this plan, the total length of the project is more than 11km, of which Cat Lai Bridge is more than 3km long.
According to the Provincial People's Committee, with the bridge construction plan, the Cat Lai Bridge Project has a total investment of more than 19.3 trillion VND. Dong Nai proposed a public investment plan for the entire site clearance work and the construction of the connecting road from behind the Cat Lai Bridge Toll Station to the end of the route. The public investment capital for these items is more than 10.3 trillion VND...
Regarding the construction plan, the Provincial People's Committee said that the investor and the consulting unit have studied two options: building a bridge and building a tunnel. In particular, the tunnel construction plan has also been studied according to two options, including a submerged tunnel and a bored tunnel (TBM).
Through comparison, Dong Nai recommends choosing the option of building a bridge, because building a tunnel is difficult to ensure the financial plan of the project. If building a tunnel, the cost of maintenance and operation is very high, while building a bridge is only about 10% compared to building a tunnel.
Regarding the investment form, Dong Nai proposed to divide the project into 4 component projects. In which, Component Project 1, 2, site clearance on the Ho Chi Minh City side and Dong Nai province side will be implemented by 2 localities using the budget capital of each locality. With Component Project 3, the construction of Cat Lai bridge will be implemented under the BOT form with the participation of Dong Nai province's budget capital. With Component Project 4, the investment in the construction of the connecting road after Cat Lai bridge toll station to the end of the route will be implemented by Dong Nai using the provincial budget capital or investing in the BT form of land fund exploitation.
More than 19 trillion VND invested in building 2 connecting bridges
In addition to the Cat Lai Bridge Project, in the document sent to the Chairman of the Ho Chi Minh City People's Committee, the Provincial People's Committee also proposed to implement two road bridge construction projects, Dong Nai 2 and Phu My 2. Both of these projects currently have no policy to study investment and construction options. However, the construction location has been agreed upon by the Ho Chi Minh City People's Committee with Dong Nai province.

Accordingly, for the Dong Nai 2 Bridge Project, the starting point of the project is the intersection with Ring Road 3 - Ho Chi Minh City at Go Cong intersection in Long Thanh My ward, Thu Duc city, Ho Chi Minh City; the end point is the intersection with National Highway 51, section in Tam An commune, Long Thanh district. The project has a scale of 6 lanes for motor vehicles and 2 lanes for non-motor vehicles. The Phu My 2 Bridge Project will have a starting point at the intersection with Nguyen Huu Tho street, Phuoc Kieng commune, District 7, Ho Chi Minh City and an end point at the intersection with Provincial Road 25C in Phuoc Khanh commune, Nhon Trach district. The scale of the project has 6 lanes for motor vehicles and 2 lanes for non-motor vehicles.
Regarding the implementation plan, the Provincial People's Committee proposed dividing the Dong Nai 2 Bridge Project into 3 component projects. Of which, Component Project 1, investing in the connecting road section from Go Cong intersection to Dong Nai River, about 5.4km long, with an implementation cost of about 1.5 trillion VND. This Component Project 1 is implemented by the Ho Chi Minh City People's Committee using the city's budget or investing in the form of BT to exploit land funds. Component Project 2, building Dong Nai 2 Bridge with an implementation cost of about 3.5 trillion VND, will be implemented by the Dong Nai Provincial People's Committee under the PPP form with the participation of the provincial budget. Component Project 3, investing in the connecting road section from Dong Nai River to National Highway 51 with an investment cost of about 1.4 trillion VND, will be implemented by the Dong Nai Provincial People's Committee using the provincial budget or investing in the form of BT to exploit land funds.
For the Phu My 2 Bridge Project, Dong Nai proposed to divide it into 3 component projects. Component Project 1, investing in the connecting road from the intersection with Nguyen Huu Tho Street to Nha Be River, with a cost of about 1 trillion VND, will be implemented by the Ho Chi Minh City People's Committee using the city budget or investing in the form of BT to exploit land funds. Component Project 2, building Phu My 2 Bridge, with a cost of about 9.5 trillion VND, will be implemented by the Ho Chi Minh City People's Committee under the form of PPP with the participation of the city budget. Component Project 3, investing in the connecting road from Nha Be River to Provincial Road 25C, with a cost of about 2.5 trillion VND, will be implemented by the Dong Nai Provincial People's Committee using the provincial budget or investing in the form of BT to exploit land funds.
