When visiting the commune's People's Committee to handle paperwork for her family, Ms. Trinh Thi Vuong (Trung village, Dong Rui commune) said: "I am very satisfied and feel comfortable every time I come to the commune to handle administrative procedures. The commune officials have a welcoming attitude and serve the people very thoughtfully and attentively, answering all questions. Previously, people had to go back and forth to many places, which was very tiring and time-consuming. Now, people only have to go to one place, and the results of administrative procedures are delivered to their homes ahead of schedule, contributing to building trust and enthusiasm among the people."
According to Mr. Tran Van Thanh, a civil servant in the Office of Statistics of Dong Rui Commune People's Committee, in recent years, he and other officials and civil servants of the commune have always strived to improve their professional knowledge and skills, proactively seeking out and learning to apply information technology, contributing to the successful completion of assigned tasks by the agency and unit, and helping to increase the satisfaction index of the people with the government.
The one-stop service center operates stably and efficiently, equipped with necessary equipment such as computers, printers, and scanners; computers are provided for citizens to access; and screens display the results of administrative procedures.
In 2024, the commune's modern reception and processing department received 793 applications through the online public service portal at levels 3 and 4 and the National Public Service Portal; the number of applications resolved reached 100%, with 92.8% resolved ahead of schedule. In the first quarter of 2025, the commune resolved 69 applications (reaching 100%), including 55 resolved ahead of schedule (reaching 79.71%); there were no overdue applications, and the number of applications resolved through online public service portals at levels 3 and 4 reached 100%.
To become a unit with high-quality administrative reform in the district, the Party Committee and the commune government have decisively directed and clearly assigned specific tasks to each person. In particular, the Chairman of the Commune People's Committee is directly in charge of administrative reform work.
The commune also proactively researches, implements pilot programs, and replicates innovative initiatives, models, and breakthrough solutions in administrative reform. In 2024, Dong Rui continued to implement the collection of fees and charges at the commune's reception and results delivery department via bank accounts, achieving 100%; and continued to apply digital transformation, such as using electronic receipts and public services in resolving administrative procedures.
The commune focuses on strictly adhering to procedures and regulations regarding the drafting and promulgation of legal documents, ensuring their constitutionality, legality, consistency, and feasibility, meeting the requirements of state management; conducting self-inspections and inspections of legal documents within its authority; urging and monitoring the handling of illegal documents; reviewing and systematizing legal documents to promptly amend, supplement, and recommend to competent authorities amendments, supplements, or repeals to suit practical realities and current legal regulations. To date, the commune has posted 122 administrative procedures across 12 fields.
Mr. Loc Van Sinh, Secretary of the Party Committee and Chairman of the People's Committee of Dong Rui commune, said: In the coming time, the commune will continue to digitize the results of administrative procedures that are still valid and usable within the commune's jurisdiction, ensuring the connection and sharing of data in resolving administrative procedures in the electronic environment as prescribed.
