Coming to the Commune People's Committee to handle procedures and paperwork for her family, Ms. Trinh Thi Vuong (Trung village, Dong Rui commune) said: I am very satisfied and comfortable every time I come to the commune to handle administrative procedures. The commune's officials have a warm attitude, serve the people very thoughtfully, and enthusiastically answer questions. If in the past, people had to go back and forth to many places, which was very tiring and time-consuming, now people only have to go to one place, and the results of administrative procedures are delivered to their homes ahead of schedule, contributing to creating trust and excitement among the people.
According to Mr. Tran Van Thanh, an official of the Office - Statistics, Dong Rui Commune People's Committee, in recent years, he and the commune's civil servants have always improved their professional knowledge, proactively sought to learn and apply IT, contributing to the agency and unit to successfully complete assigned tasks, helping to increase the satisfaction index of people with the government.
The one-stop department operates stably and effectively, equipped with service devices such as computers, printers, scanners; arranges computers for citizens to access; has a screen displaying the results of administrative procedure settlement.
In 2024, the commune's modern reception and return department received 793 records through the online public service portal at level 3, level 4 and the National Public Service Portal; the number of records resolved reached 100%, of which 92.8% were resolved before the deadline. In the first quarter of 2025, the commune resolved 69 records (100%), of which 55 records were resolved before the deadline (79.71%); there were no overdue records, the number of records resolved through online public services at level 3 and 4 reached 100%.
To become a unit with good administrative reform quality of the district, the Party Committee and the commune government resolutely direct and clearly assign specific tasks to each person. In which, the Chairman of the Commune People's Committee is directly responsible for administrative reform work.
The commune also proactively researched, implemented, piloted and replicated initiatives, models and breakthrough solutions in administrative reform implementation. In 2024, Dong Rui continued to apply the collection of fees and charges at the commune's Reception and Results Department via bank accounts, reaching 100%; continued to apply digital transformation, such as using electronic receipts and public services in handling administrative procedures.
The commune focuses on properly implementing the procedures and regulations on the development and promulgation of legal documents, ensuring their constitutionality, legality, consistency and feasibility, meeting the requirements of state management; self-checking and examining legal documents according to its authority; urging and monitoring the handling of illegal documents; reviewing and systematizing legal documents to promptly amend, supplement, and recommend competent authorities to amend, supplement, and abolish them in accordance with current practice and legal regulations. Up to now, the commune has listed 122 administrative procedures/12 fields.
Mr. Loc Van Sinh, Party Secretary and Chairman of Dong Rui Commune People's Committee, said: In the coming time, the commune will continue to digitize the results of handling administrative procedures that are still valid and have value under the authority of the commune level, ensuring the connection and sharing of data in handling administrative procedures in the electronic environment according to regulations.
