According to the announcement of the provincial PAR Index, in 2021, Tien Yen district achieved 89.53 points, ranked 8th/13 localities; in 2023, the district achieved 87.45 points, ranked 5th/13 localities; in 2024, the district achieved 92.62 points, ranked 3rd/13 localities and was classified as excellent. To achieve that result, the district was determined in implementing administrative reform tasks, basically overcoming the shortcomings and limitations of previous years, bringing administrative reform work increasingly deeper, higher in quality and efficiency. The District Administrative Reform Steering Committee and authorities at all levels were determined in directing and operating, enhancing the role and responsibility of leaders in directing the implementation of administrative reform. In the past 5 years, the district has issued more than 200 documents to lead and direct the promotion of synchronous and comprehensive administrative reform in the district.
The district has launched a wide-ranging emulation movement, implemented the registration of models, initiatives, and work solutions; in the past 5 years, 19 initiatives and solutions have been put into practice in administrative reform. To enhance the spirit and responsibility of civil servants in charge of handling administrative procedures, the district annually establishes a team to conduct integrated and unscheduled inspections and supervisions. In the past 5 years, the district has conducted integrated inspections of administrative reform for 17 agencies, units, communes, and towns; 80 unscheduled inspections and supervisions of agencies, units, communes, and towns. Thereby, it is recommended and requested that agencies and units seriously overcome limitations and shortcomings, focusing on post-inspection work.
In order to help people access and resolve administrative procedures in the most convenient and fastest way, district authorities at all levels have drastically implemented and innovated the way of resolving administrative procedures. Procedures under the authority of the district are reviewed and reduced by 30-50% every year. In order to receive and handle feedback and recommendations on administrative procedures in a timely manner, at the District Public Administration Service Center Branch and the commune-level reception and result delivery department, suggestion books and suggestion boxes are maintained; hotline phone numbers and email addresses of leaders of the District, Commune and Town People's Committees are publicly announced to receive feedback and recommendations from citizens. At the District Public Administration Service Center Branch, the rate of resolving administrative procedures on time and before the scheduled time is 100%; the rate of people's satisfaction is 99.5%.
Reforming the organization of the state administrative apparatus to become increasingly streamlined
Tien Yen is considered one of the localities in the province that has done well in implementing the organization and streamlining of the apparatus. In the period of 2021-2025, the District People's Committee has reorganized and reorganized specialized agencies. Accordingly, after the organization and streamlining of the apparatus, the District People's Committee has 11 specialized agencies (reducing 2 specialized agencies); reducing 4 public service units (exceeding the target assigned by the province), completing the plan to reduce public service units in the period of 2023-2026 1 year ahead of schedule. The district has merged 86 villages and neighborhoods and renamed 1 village, reducing 43 villages and neighborhoods, leaving 76 villages and neighborhoods. After the merger, the villages and neighborhoods have operated stably, promoted social resources well, and actively contributed to the local movement to build new rural areas and advanced new rural areas.
Identifying people as the key factor determining the success of administrative reform, from 2021 to present, the district has opened 272 training courses for 9,330 civil servants and non-professional workers at commune and village levels; sending more than 900 civil servants to participate in training courses inside and outside the province.
Compliance with legal regulations, discipline, administrative discipline, office culture, and public ethics of civil servants and public employees has always been of concern and directed for implementation. From 2021 to present, the district has disciplined 55 civil servants and public employees at the district and commune levels (37 cases at the district level, 18 cases at the commune level).
Reform of the state administrative apparatus, institutional reform, civil service reform, and public finance reform are being implemented synchronously and substantially by the district.
With administrative reform efforts, the district has attracted a large number of enterprises to invest in the area. Up to now, there are more than 300 enterprises operating in the area; many corporations and enterprises continue to come to research and invest in the district.
Ms. Nguyen Thi Doan, Deputy Head of the District's Department of Internal Affairs, said: The district continues to promote digitalization right from the stage of receiving documents and applying artificial intelligence (AI) to support the processing of administrative procedures; perfecting the organization of commune-level administrative units, arranging and arranging civil servants and public employees according to the roadmap of the project to abolish the district level and merge commune-level administrative units, ensuring the organization of the apparatus, payroll, and employees in accordance with regulations. At the same time , strengthen the inspection and discipline and administrative discipline of the civil servants and public employees; invest in upgrading IT infrastructure, ensuring that 100% of civil servants and public employees are granted electronic identification accounts and are proficient in using professional software...
