Proposal of 590 billion VND to build the Ben Luc - Long Thanh expressway interchange with National Highway 50

The Ho Chi Minh City Department of Finance has just sent a document to the City People's Committee regarding the investment policy decision for the project to complete the Ben Luc - Long Thanh expressway intersection with National Highway 50.

According to the proposal, the investment project to complete the Ben Luc - Long Thanh expressway intersection with National Highway 50 has a total investment of 590 billion VND, of which construction costs account for 457 billion VND, the rest is project management costs, consulting costs, contingencies and other costs.

The project implementation roadmap is planned to prepare and approve the feasibility study report in the third quarter of 2025; complete the technical design and construction drawings from the third to the fourth quarter of 2025. Construction will start in the fourth quarter of 2025, and be completed and settled between the second and fourth quarters of 2026.

An intersection connecting to Ben Luc - Long Thanh expressway

Currently, both related projects, the Ben Luc - Long Thanh Expressway and National Highway 50 (section through Binh Chanh district), are under construction and completion.

According to the assessment of the Ho Chi Minh City Department of Finance, the complete investment in the intersection between Ben Luc - Long Thanh Expressway and National Highway 50 is necessary to fully connect and promote investment efficiency when both routes are put into operation.

In the report submitted to the Ho Chi Minh City People's Committee, the Department of Finance said that after appraisal, the Project fully met current legal regulations, in accordance with the 2024 Law on Public Investment.

The arrangement of medium-term public investment capital for the 2026-2030 period for the Project shall comply with the provisions of Point a, Clause 2, Article 93 of the 2024 Law on Public Investment.

Therefore, the Department of Finance recommends that the Ho Chi Minh City People's Committee consider and approve the investment policy of the project to complete the Ben Luc - Long Thanh expressway intersection with National Highway 50 to promptly implement the project when the Ben Luc - Long Thanh expressway is fully completed in 2026.
