Proposal to remove toll stickers on car windows

(Chinhphu.vn) - The Ministry of Construction has just sent a document to the Ministry of Finance to propose amendments to Decree 90/2023/ND-CP on collection, payment, exemption, management and use of road use fees. One of the notable proposals is to remove toll stamps on vehicle windshields.

In a document sent to the Ministry of Finance - the agency in charge of drafting amendments to Decree 90/2023, the Ministry of Construction proposed to abolish the "Road use fee payment stamp" and all contents related to this type of stamp in the decree.

According to the Ministry of Construction, this amendment aims to implement Resolution No. 66/NQ-CP dated March 26, 2025 of the Government on the program to reduce and simplify administrative procedures related to production and business activities in the 2025-2026 period.

Control of toll payment obligations is integrated through the toll collection management system.

The Ministry of Construction said that the original purpose of sticking stickers on vehicle windshields was to support authorities in checking fee payment. However, in reality, there are currently no clear regulations on the inspection agency and penalties when vehicles do not stick stickers or do not pay fees.

Control of fee payment obligations has been integrated through the fee collection management system and electronic portal of the Vietnam Register.

Chairman of the Vietnam Automobile Transport Association, Mr. Nguyen Van Quyen, assessed that the removal of stamps is reasonable. According to Mr. Quyen, the whole country has nearly 7 million automobiles, the cost of printing, issuing and managing stamps is very large. The removal of stamps not only reduces costs but also creates convenience for vehicle owners and inspection units, Mr. Quyen said and said that if the proposal is approved, motor vehicles in circulation will only have one type of stamp - the inspection stamp.

According to the Ministry of Construction, eliminating road toll stamps not only saves administrative costs but is also in line with the digital transformation trend in vehicle management, toll collection and inter-sectoral data checking.

The agency also said: "Just look up data from the toll collection system or the vehicle inspection portal to know whether the vehicle has fulfilled its financial obligations or not. There is no need for an additional paper stamp to prove it. This proposal, if approved, will contribute to modernizing the road toll collection system, increasing transparency and reducing procedural burdens for people and businesses."

Collecting more than 14,000 billion VND in road fees in 2024

Assessing the implementation of Decree 90/2023, the Ministry of Construction said that this document has contributed to improving the efficiency of road toll collection management by vehicle, through the system of motor vehicle inspection units nationwide.

After more than a year of implementation, total road toll revenue in 2024 exceeded VND14,000 billion for the first time. This is an important contribution to the state budget, serving the maintenance and repair of the road traffic system.

However, the implementation of the decree also revealed some shortcomings. For example, many vehicles were temporarily detained, temporarily confiscated or expired registrations were not in circulation but were still charged fees; procedures for confirming that vehicles had stopped circulating still lacked specific instructions, causing difficulties for registration agencies and businesses.

Another point of contention is the fee for public passenger buses. Currently, this type of vehicle (including subsidized buses for transporting students and workers) is charged the same as cars with less than 10 seats. The Ministry of Construction believes that this regulation is unreasonable and needs to be adjusted to suit the nature of public transport.
