Deputy Prime Minister Tran Hong Ha has just signed Decision No. 1181/QD-TTg dated June 17, 2025 recognizing Thuong Tin district, Hanoi City as meeting advanced new rural standards in 2024. This Decision takes effect from the date of signing.
Accordingly, the Deputy Prime Minister assigned the Hanoi People's Committee to be responsible for announcing and rewarding according to regulations; directed the Thuong Tin District People's Committee to continue maintaining and improving the quality of criteria, focusing on cultural and environmental criteria to ensure sustainability in new rural construction.
Results from unity
In 2020, Thuong Tin district received the Certificate of recognition as a "District meeting NTM standards". Since then, the locality has continuously strengthened and improved the criteria in NTM communes. To date, 26/26 communes in the area have met NTM standards, of which 20 communes have been recognized as meeting advanced NTM standards (4 communes meeting model NTM standards).

Thuong Tin Town has been recognized as a civilized urban area, meeting the criteria for urban development in the heart of the new rural area. The district has also achieved 9/9 criteria of "Advanced New Rural District" according to Decision No. 320/QD-TTg of the Prime Minister. The 9 criteria include: planning; traffic; irrigation and disaster prevention; electricity;education - health - culture; production - employment - income; environment; security and order and direction for building new rural areas.
During the implementation process, every year, Thuong Tin builds a specific plan, balances capital sources and conditions for implementation. Thanks to that, the district does not allow the situation of outstanding debts in basic construction in the construction of new rural areas. The invested construction works ensure quality and are used effectively.
In particular, Thuong Tin is a district with a very high rate of people's satisfaction in building new rural areas. According to a survey conducted by the Vietnam Fatherland Front Committee of Hanoi and the district Fatherland Front Committee to collect opinions on satisfaction, this rate is up to 99.92% - an impressive number, showing that people really benefit from the results of the new rural construction program.
Many impressive steps in economic and infrastructure development
According to Vice Chairman of Thuong Tin District People's Committee Bui Cong Than, the district's agricultural production has developed towards producing quality goods, according to highly efficient concentrated specialized production areas. Attention has been paid to organizing linkages from production to product consumption according to value chains. Up to now, the district has 15 agricultural production linkage chains.
The linkage models have created positive changes, helping people develop and create branded agricultural products. Cooperatives have increasingly played a role in organizing and directing production, linking farmers with businesses. The OCOP program has promoted the promotion of local key products and increased product value, promoting the advantages of each locality.

Thanks to the investment, the socio-economic infrastructure of the rural areas of Thuong Tin district is constantly being built, upgraded and completed. The school system and teaching equipment are newly purchased every year. The quality of education is increasingly improved. The number of teachers and students in the area participating in city and central level competitions and winning many high prizes is increasing day by day.
Up to now, 5/5 public high schools (Thuong Tin, Ly Tu Tan, Nguyen Trai, To Hieu, Van Tao) in the district have all met National standards level 1, of which Nguyen Trai High School has met National standards level 2 according to Decision No. 226/QD-SGDĐT dated February 5, 2025 of the Hanoi Department of Education and Training.
The district general hospital was invested by the city with a scale of 300 beds, meeting the standards of a grade 2 hospital. The hospital has the capacity to examine and treat 800 patients/day. Along with that, the system of 29 commune health stations has been invested and upgraded to meet national health standards, meeting the medical examination and treatment needs of people in the area and neighboring areas.

The material and spiritual life of the people has been significantly improved. The average income per capita is increasing, reaching 55.1 million VND/person/year by the end of 2020, but by 2024 the average income per capita has reached 76.06 million VND/person/year (an increase of 1.38 times compared to 2020). The health insurance coverage rate reached 95.01%.
The economic structure has shifted towards rapid growth. In 2024, the total value of industrial and handicraft production will reach VND 23,896 billion (up 17% compared to 2023), services will reach VND 22,115 billion (up 18.6%), and agriculture will reach VND 1,795 billion. Total state budget revenue will reach VND 1,464.9 billion, exceeding the estimate by 118.93%.
Administrative reform, security and order maintenance, and political system building have been effectively implemented. Political security continues to be maintained, and the political system at the grassroots level has been strengthened. Thuong Tin has implemented the construction of an advanced new-style rural district with a capital allocation of 10,206.328 billion VND from the central, city, district, commune and socialized budgets.
Secretary of Thuong Tin District Party Committee Nguyen Tien Minh affirmed: “In the process of building advanced new rural areas, the district has balanced and reasonably arranged capital sources, with a consistent guiding principle and specific solutions to avoid debt in basic construction. Thanks to the positive results, the locality was soon recognized by the Prime Minister as a “District meeting advanced new rural standards”.
