According to the Ho Chi Minh City Urban Railway Management Board, metro line No. 1 (Binh Duong New City - Suoi Tien) has a total length of more than 29km, the entire route is elevated. The total estimated investment for the project is 46,725 billion VND. The route starts at station S1 (the center of the old Binh Duong New City), and ends at Suoi Tien station - the final point connecting to metro line No. 1 (Ben Thanh - Suoi Tien).
This route is expected to have 17 stations and share the Long Binh depot of metro line 1 (Ben Thanh - Suoi Tien).
The State Appraisal Council has completed the appraisal of the pre-feasibility study report of the project and submitted it to the Government. Deputy Prime Minister Tran Hong Ha then assigned the Minister of Construction , on behalf of the Prime Minister, to sign the Government's submission to the National Assembly.
Meanwhile, Metro Line 2 (Thu Dau Mot - Hiep Binh Phuoc ) with a total investment of about 50,425 billion VND has also been appraised by the local Internal Appraisal Council. The project is more than 21.8 km long (elevated) with 13 stations and a depot shared with Metro Line 3 of Ho Chi Minh City in Hiep Binh Phuoc (now Hiep Binh Ward).
According to the Ho Chi Minh City Urban Railway Management Board, metro line No. 1 (Binh Duong New City - Suoi Tien) has not yet been submitted to the National Assembly, and metro line No. 2 (Thu Dau Mot - Ho Chi Minh City) has not yet completed the procedures for submitting an investment policy decision.
Recently, the National Assembly passed the Railway Law 2025, adding a number of specific and special mechanisms and policies for investment in railway development, including urban railways. Therefore, when applying the new regulations effective from July 1, the two projects do not have to make investment policy decisions.
According to the new regulations, for local railway projects, local railway projects following the TOD urban development model, the provincial People's Committee has the authority to organize the preparation, appraisal, investment decision and adjustment decision according to the same order and procedures as group A projects managed by the locality according to relevant laws.
Therefore, the Ho Chi Minh City Urban Railway Management Board proposed that the City People's Committee assign the task of organizing the implementation of investment preparation for the two above-mentioned projects. At the same time, it proposed that the Department of Finance advise the City People's Committee to submit to the City People's Council to arrange the medium-term public investment plan for 2021-2025 and 2025 to implement investment preparation work, initially proposing 10 billion VND for each project.
After the merger, Ho Chi Minh City has a metro network of 1,012km long.
According to the plans approved by the Prime Minister, the urban railway network of Ho Chi Minh City is about 1,012km long. Specifically, before the merger, Ho Chi Minh City had 12 urban railway lines with a total length of about 582km. Binh Duong area has 12 lines with a length of 305km, Ba Ria - Vung Tau area has 3 lines with a length of 125km.
Currently, Ho Chi Minh City is reviewing and adjusting the master plan until 2040, with a vision to 2060. This includes reviewing the overall urban railway network planning according to a new model and vision - in line with the expansion of administrative boundaries.
