On the morning of May 20, continuing the 9th session, Minister of Construction Tran Hong Minh reported on the draft Resolution on piloting a number of specific mechanisms and policies for social housing development.
One of the issues emphasized by Minister Tran Hong Minh is that the current policy to support workers still has many problems.
According to the Minister, many workers in industrial zones cannot afford to buy social housing, do not have enough money to rent commercial apartments at high prices... Therefore, they have to rent boarding houses built spontaneously by local people, which are single-room blocks with each room only about 9-10 square meters wide, lacking clean water, polluted environment, high rental prices, no social infrastructure, no accompanying technical infrastructure, leading to not ensuring the quality of life of workers.
Many businesses, especially large businesses, foreign-invested businesses, and public service units that want to rent social housing to proactively provide accommodation for their staff, civil servants, and employees, are not eligible to rent social housing.
In addition, in the context of the implementation of the arrangement and merger of provinces, cities, and two-level government organizations, many cadres, civil servants, public employees, and workers have to travel far from their residences to work, and policies are needed to create conditions for them to have accommodation. However, at present, the law does not allow state administrative agencies and public service units to rent social housing to arrange accommodation for their cadres, civil servants, public employees, and workers.
Therefore, to solve the housing needs of cadres, civil servants, public employees and workers, it is necessary to have a policy allowing enterprises, state administrative agencies and public service units to rent social housing for their cadres, civil servants, public employees and workers to live and work with peace of mind.
Specifically, the draft proposes to add subjects whose workplace is far from their own home to enjoy social housing support policies.
Accordingly, the conditions to be eligible to buy or rent social housing near the workplace are: Not having purchased or rented social housing, not having enjoyed housing support policies, and not having a house of their own.
In case of owning a house, the shortest distance from the owned house to the workplace must be 30 km or more.
In addition, the draft Resolution proposes that enterprises, cooperatives, cooperative unions, state administrative agencies, and public service units are allowed to rent social housing and worker accommodation in industrial parks to accommodate their cadres, civil servants, public employees, and workers.

Proposal to establish a National Housing Fund
In the draft, the Government also proposed to establish a National Housing Fund. This is a non-budgetary state financial fund established at the central and local levels, formed from the state budget and socialized from contributions of organizations and individuals.
The fund generates revenue from contributions equivalent to the value of land invested in building technical infrastructure systems to build social housing according to the provisions of the law on housing, from the sale of public housing and other legally mobilized sources.
The Fund will perform the function of investing in construction, creating a social housing fund, housing for officials, civil servants, public employees, and workers to rent or purchase.
The Government also proposed many specific mechanisms to develop social housing in the coming period, such as the policy of approving investment policies and simultaneously assigning investors to social housing construction investment projects that do not use public investment capital without bidding; proposing to eliminate the procedure of appraising the Feasibility Study Report by specialized construction agencies, cutting down from 15 to 35 days compared to current regulations (100%)...
Regarding price, the draft regulation stipulates that investors must build themselves and hire consultants with sufficient capacity in construction activities to conduct appraisals before investors approve the selling price or rental price of social housing...
