Proposing a special mechanism to remove difficulties for the Bach Mai Hospital Project, Viet Duc 2 facility

The Ministry of Health will propose a special mechanism to resolve difficulties and obstacles in completing and putting into operation two major hospitals, Bach Mai and Viet Duc, branch 2, after decades of construction.

Deputy Minister of Health Le Duc Luan said that if the issues are resolved smoothly, the two hospitals are expected to be completed and put into operation in 2025.

On December 20, at a press meeting on the occasion of the Lunar New Year 2025, Deputy Minister Le Duc Luan provided information on the progress of this project.

Responding to reporters' questions about the two abandoned trillion-dollar hospitals, Mr. Luan said the Ministry of Health has coordinated with relevant ministries and branches to report to the Prime Minister and propose mechanisms and solutions to handle difficulties in implementing these projects.

Specifically, the two projects encountered many complicated problems during the contract implementation and construction process. The contract signing and the contents during the implementation process did not fully comply with the provisions of current decrees and circulars. Since 2020, the two projects have had to temporarily stop construction. However, the Viet Duc Hospital project, Facility 2, has now resumed construction.

Deputy Minister Le Duc Luan admitted that problems related to administrative procedures, contract signing, and project implementation need a specific mechanism to resolve.

The Ministry of Health is working with other ministries and sectors to finalize the content of the Government's resolution on solutions to these problems. Once the difficulties are resolved, the projects will be accelerated.

Regarding the construction situation, the Deputy Minister said that the second facility of Bach Mai Hospital is about 97% complete, with only 3% of construction work remaining to be completed.

Meanwhile, the second facility of Viet Duc Friendship Hospital has reached 85% progress and has started construction again. With this progress, the Ministry of Health believes that the projects will be completed in 2025.

In addition, the Deputy Minister also informed that the Ministry of Health has approved medical equipment from 2014-2015 for these hospitals, and is currently reviewing to ensure that the medical equipment is suitable for the actual situation, and will organize the procurement of equipment for these projects.

Previously, at the end of 2014, these two hospitals, built in Phu Ly City, Ha Nam, were started with the goal of reducing the load on central hospitals, while providing modern medical services that meet international standards.

Each hospital has a scale of 1,000 beds, with a floor area of ​​nearly 120,000m². The total investment for each hospital is nearly 5,000 billion VND, mainly from the State budget.

In October 2018, the examination areas of both facilities were inaugurated, however, Bach Mai Hospital only operated the examination area from March 2019 to March 2020 and then stopped operating.

Viet Duc Friendship Hospital, Branch 2, only stopped at the ribbon cutting ceremony without receiving patients. Construction items are still unfinished and there is almost no medical equipment.

After construction was suspended in 2020, these two projects encountered many problems, and to date there has been no mechanism to handle related issues, causing the project completion progress to be delayed.

With complicated problems in the process of contract implementation and construction, the Ministry of Health has proposed specific mechanisms and policies to remove difficulties.

The Ministry of Health is also coordinating with ministries and branches to review issues and complete regulations related to the procurement of medical equipment and remaining construction items.

Deputy Minister Le Duc Luan emphasized that applying these mechanisms is a necessary condition for difficulties to be resolved, so that the project can continue and be completed on schedule.

Meanwhile, the Prime Minister has asked the Ministry of Health and relevant units to complete and hand over these facilities within 6 months. If the issues are resolved, the completion of these two modern hospitals by 2025 is completely feasible.

When put into operation, Bach Mai Hospital and Viet Duc Hospital 2 will play an important role in reducing the load on central hospitals, while contributing to improving the quality of health care for people.
