Proposal to invest in 136 km of Quang Ngai - Kon Tum expressway, total capital of 44,000 billion VND

The People's Committee of Quang Ngai province has just sent an official dispatch to the Prime Minister proposing the form and implementation plan for the investment project of the Quang Ngai - Kon Tum expressway, along with the Kon Tum - Ngoc Hoi and Ngoc Hoi - Bo Y expressway sections.

Accordingly, the People's Committee of Quang Ngai province proposed the Prime Minister to allow the adjustment of the investment form from public investment to investment under the PPP method, Build - Transfer (BT) contract type, to implement the construction of the Quang Ngai - Kon Tum expressway (CT.42), Quang Ngai - Mang Den section.

Quang Ngai - Kon Tum Expressway Construction Investment Project (Quang Ngai - Mang Den section) is managed by the People's Committee of Quang Ngai province; estimated length is about 82 km; scale of 4 lanes; total investment is about 25,100 billion VND; investment progress is in the period of 2025 - 2029.

Quang Ngai Provincial People's Committee also proposed that the head of the Government unanimously assign Quang Ngai province to be the investor, continuing to carry out procedures to deploy the construction of the Quang Ngai - Kon Tum expressway (CT.42), Mang Den - Dak Ha section (end point of the route).

The Quang Ngai - Kon Tum Expressway Project (Mang Den - Dak Ha section) has an estimated length of about 54 km; 4 lanes; total investment of about 18,900 billion VND.

The project has an investment progress in the period 2026 - 2030 and uses the central budget according to the public investment method.

In addition, the People's Committee of Quang Ngai province proposed to allow the province to study and invest in the Kon Tum - Ngoc Hoi - Bo Y Expressway Project, including: the Dak Ha - Ngoc Hoi section, about 39.4 km long, belonging to the North - South Expressway, West (CT.02); the Ngoc Hoi - Bo Y section, about 18 km long, belonging to the Da Nang - Thanh My - Ngoc Hoi - Bo Y Expressway (CT.21).

The project has a scale of 4 - 6 lanes; investment progress in phase 2030 - 2035; preliminary total investment of about 25,000 billion VND.

Quang Ngai province has a total area of 14,832.55 km² (ranked 5th in the country), a population of 2,161,755 people, with 96 commune-level administrative units. The province is located in a particularly important strategic position. To the west is the Indochina junction, where Vietnam - Laos - Cambodia meet, with Bo Y International Border Gate playing an important role in trade in the Development Triangle area.

In recent years, with the attention and support of the Central Government and the efforts of the locality, the province's economy has developed stably, exploiting well the resources of natural resources, land, agriculture, and tourism; regional cooperation has been expanded and brought about efficiency.

However, the biggest bottleneck in the socio-economic development and national defense and security of the province is the transport infrastructure system connecting the East and West regions. Currently, the connection between the two regions is only via National Highway 24, which is small, winding, steep, and degraded, causing many difficulties for transporting goods and not meeting the development requirements in the coming time.

“Therefore, the early implementation of investment in the construction of an expressway connecting the East and West regions, ensuring completion before 2030, is extremely necessary, helping to solve many immediate and long-term requirements,” the leader of the Quang Ngai Provincial People's Committee emphasized.
