On the morning of October 25, at the Central Hall of Mang Den Commune, the People's Committee of Quang Ngai Province organized a workshop on Breakthrough solutions in science and technology, innovation and digital transformation in Quang Ngai Province.
Many experts, scientists, institutes, schools... frankly pointed out the current shortage of high-quality human resources in the province.
Quang Ngai "thirsty" for high-quality human resources
According to experts, despite the potential for strong development in industry, energy and digital transformation, the human "key" is still a weakness, preventing Quang Ngai from creating a real breakthrough.
According to Associate Professor Dr. Luu The Anh - Director of the Institute of Natural Resources and Environment (Hanoi National University), Quang Ngai currently has more than 1,500 people working in the field of scientific and technological research and development.
Of these, there are only 25 PhDs and 396 masters. The rate of new IT engineers is 1.8%, lower than the national average (3.2%) and far from the target of 5% by 2030.
"This force is still scattered, has not yet formed strong research groups, while many large projects of the province still have to depend on experts from other places. Currently, there are about 3,200 foreign workers working in industrial zones in Quang Ngai," Mr. The Anh stated.
Mr. Vo Xuan Hoa, Deputy Director of the Department of Home Affairs, said that compared to Da Nang City (where there are more than 450 PhDs and thousands of masters doing research), the scale of scientific human resources in Quang Ngai is still very modest.
"Therefore, key areas such as renewable energy, petrochemical refining, environmental industry or biotechnology of the province are still significantly dependent on human resources from outside," Mr. Hoa said.
Not only is there a lack of human resources, experts also point out that the deeper cause is that the development mindset based on exploiting resources and cheap labor is still popular.
According to Mr. Luu The Anh, awareness of the role of science, technology, innovation and digital transformation at many levels, many businesses and people "is still uneven". This makes the application of new technology or business model innovation not become an intrinsic need, but still a movement or a coping mechanism.

Institute - school - enterprise linkage
Faced with that situation, many opinions say that Quang Ngai needs a systematic strategy to develop high-quality human resources, using science and innovation as a lever for growth.
According to Dr. The Anh, first of all, it is necessary to raise comprehensive awareness in the political system, management team, business community and people about the importance of science and technology. At the same time, the province needs to strongly promote the linkage between institutes - schools - enterprises, forming a real innovation ecosystem.
"Many research results are still on paper due to the lack of cooperation and commercialization mechanisms. Quang Ngai needs to soon have policies to encourage businesses to place research orders, provide financial support for technology transfer contracts and establish a technology transfer office to realize ideas," Mr. Anh proposed.
From a state management perspective, Mr. Vo Xuan Hoa said the province is aiming to train 200-300 digital human resources and 150-200 solar energy and business electricity engineers. Scholarship recipients will commit to serving at least 3-5 years at businesses in the province.
At the same time, Quang Ngai will promote the establishment of an Academic - Research - Industrial Alliance, linking with major domestic universities such as Danang University, Ho Chi Minh City National University, Hanoi National University, and Vietnam Academy of Science and Technology for training, research and technology transfer.
"It is impossible to develop sustainably if we always rely on outside human resources. Quang Ngai needs to invest heavily in people, knowledge and creativity. That is the foundation for breakthroughs," Mr. Hoa emphasized.
